– having regard to the Special Report of the High Representative to the Secretary-General of the UN on the Implementation of the General Framework Agreement for Peace (GFAP) in Bosnia and Herzegovina of 4 September 2015,
– gezien het speciaal verslag van de hoge vertegenwoordiger van de secretaris-generaal van de VN over de uitvoering van het Algemeen Kaderakkoord voor vrede in Bosnië en Herzegovina (GFAP) van 4 september 2015,

In several countries multiannual strategies for improving the situation of Roma and related action plans have either been recently adopted (Montenegro and the Former Yugoslav Republic of Macedonia) or reviewed and improved (Albania, Bosnia and Herzegovina, Kosovo and Serbia[27]).

Calls on the authorities to use the 20th anniversary of the Dayton Peace Agreement as an incentive to move forward with the necessary reforms – especially in view of Bosnia and Herzegovina’s forthcoming EU membership application; recalls that addressing the socio-economic needs of citizens must be the priority, as well as the establishment of an effective coordination mechanism on EU matters; reiterates that it is also crucial to continue, in parallel, with constitutional and political reforms and democratisation of the political system, which will lead in the direction of ensuring true equality and democratic representation of all three constituent peoples and all the country’s citizens; underlines that all citizens of Bosnia and Herzegovina must have an equal opportunity to be elected to all levels of political decision-making;

The 1995 Dayton Peace Agreements charged the OSCE with the organisation of the first elections in Bosnia-Herzegovina and in December 1997 the "Peace Implementation Council" asked again the OSCE to organise the general elections of 1998.

Calls on Croatia and Bosnia and Herzegovina to find a negotiated solution with regard to the Croatian construction plans for Pelješac bridge, to which Bosnia and Herzegovina is opposed; is concerned about the Croatian Prime Minister's recent announcement on the possible Croatian application for European funds to speed up the controversial construction work on this bridge; points out that the project could harm the future development of the Bosnian harbour of Neum and raises ecological concerns in both countries;

Encourages the citizens of Bosnia and Herzegovina to vote at the forthcoming general elections in October 2010; considers that this election is also about the pace at which BiH moves towards the EU and anyone who chooses not to vote is effectively allowing others to decide about his or her future; points out that all efforts must be made so as to lay down the conditions for the forthcoming elections to take place in full respect of European standards and in a peaceful and democratic campaign;

As part of its strategy the EU is planning to create an office and a policy for peace and it will be ready to take over all coordination activities from the international community in Bosnia and Herzegovina.

The EUPM, supported by the Community's institution building programmes under the CARDS Regulation, should contribute to the overall peace implementation in Bosnia and Herzegovina as well as to the achievements of the Union's overall policy in the region, notably the Stabilisation and Association Process.

1. Subject to a further decision by the Council to launch the operation, once all relevant decisions have been made, the European Union shall conduct a military operation in Bosnia and Herzegovina (BiH) named ‘ALTHEA’ in order to provide deterrence, continued compliance with the responsibility to fulfil the role specified in Annexes 1.A and 2 of the General Framework Agreement for Peace (GFAP) in BiH and to contribute to a safe and secure environment in BiH, in line with its mandate, required to achieve core tasks in the OHR's Mission Implementation Plan and the SAP.

These centre around continued progress in the implementation of the General Framework Agreement for Peace in Bosnia and Herzegovina, in accordance with the Office of the High Representative's Mission Implementation Plan, and in the Stabilisation and Association Process, with the aim of a stable, viable, peaceful and multiethnic BiH, cooperating peacefully with its neighbours and irreversibly on track towards EU membership.
Verdere vooruitgang bij de uitvoering van het GFAP (General Framework Agreement for Peace in Bosnia and Herzegovina), overeenkomstig het missie-implementatieplan van het Bureau van de Hoge Vertegenwoordiger en bij het stabilisatie- en associatieproces staat daarin centraal, met als doel te komen tot een stabiel, levensvatbaar, vreedzaam en multi-etnisch Bosnië en Herzegovina, dat vreedzaam samenwerkt met zijn buurlanden en onherroepelijk op weg is naar een lidmaatschap van de EU.
