The year 2025 is neither a fixed nor a target date for accession. It indicates a possible time-perspective, reflecting the strong European commitment to a credible enlargement perspective for the Western Balkans. By that date, the EU could become larger than 27 Members.

This Communication is based on an assessment of the activities undertaken and the developments which have occurred in different areas, in the process "revisiting" the various dimensions of the initiative. The Communication seeks to identify what should be done to give new momentum to the European Research Area initiative by strengthening efforts where necessary and defining new perspectives which will provide the initiative with more effective means of implementation.
Uitgaande van een inventarisatie van de op de verschillende terreinen opgestarte activiteiten en gemaakte vorderingen en door het project opnieuw van alle kanten te bekijken, tracht de Commissie in de mededeling na te gaan wat er moet gebeuren om het project nieuw leven in te blazen, door waar nodig de inspanningen te intensiveren en nieuwe perspectieven te vinden waardoor het project met een zo groot mogelijke voortvarendheid kan worden uitgevoerd.

Underlines the very low female participation in the Turkish labour force, which is well below the targets envisioned by the perspective of the EU's 2020 Strategy, and calls on the Turkish government to establish a national plan of action in order to ensure the greater participation of women in the labour market;

Calls for the financial perspective for 2007-2013 to make sufficient provision for appropriate action to be taken at every level to combat unsustainable trends such as poverty, social exclusion and the consequences of the ageing of society; stresses that sustainable development must thus be a guiding principle for EU policies in all areas; recommends that the financial perspective provide for adequate funds to promote full employment, social inclusion and the eradication of poverty and to strengthen social, territorial and economic cohesion;
65. dringt erop aan om in de financiële vooruitzichten 2007-2013 in voldoende middelen te voorzien om op de meest uiteenlopende gebieden op gepaste wijze te kunnen reageren op niet-duurzame trends zoals armoede, sociale uitsluiting en de gevolgen van de vergrijzing van de bevolking; onderstreept dat duurzame ontwikkeling derhalve een van de richtsnoeren van het communautair beleid op alle terreinen moet vormen; spreekt de aanbeveling uit om in de financiële vooruitzichten voldoende middelen op te nemen voor de bevordering van volledige werkgelegenheid, maatschappelijke integratie en de uitbanning van armoede alsmede voor de versterking van de sociale, territoriale en economische samenhang;

- Reserve for competitiveness (up to a maximum of EUR 7 billion): new instrument replacing the Growth Adjustment Fund, proposed by the Commission, to be mobilised to boost growth and competitiveness and to allow the Union to react to economic changes; - Reserve for cohesion (up to a maximum of EUR 3 billion): new instrument aiming to develop a mechanism to be mobilised to react to economic shocks and abrupt changes in EU regions and Member States eligible under Heading 1b) even through the reprogramming of unused appropriations; - Reserve: Emergency Aid (up to a maximum of EUR 1.5 billion): existing instrument to be placed outside the Financial Perspective; - Reserve: Solidarity Fund (up to a maximum of EUR 6.2 billion) existing instrument that is already outside the Financial Perspective and that the Commission proposes to budget under the ceiling; - Reserve for loans guarantee (up to a maximum of EUR 3.0 billion): part of this reserve existed under Heading 4; the principle should be extended to guarantee the financing of transport and infrastructure projects; this instrument should be placed outside the Financial Perspective; - Reserve for flexibility (up to a maximum of EUR 3.5 billion): existing instrument already placed outside the Financial Perspective and with an increased amount of EUR 500 million;

Recalls that during the current Financial Perspective all the various instruments provided for to increase the ceiling of the Financial Perspective, such as revision, adjustment, flexibility and the Solidarity Fund, were mobilised following a joint agreement to respond to permanent and structural needs or to finance unforeseen needs; stresses that flexibility is an indispensable tool in a multi-annual context; recalls that until 1999 the Financial Perspective was revised on a number of occasions and that, over recent years, and especially during the current Financial Perspective (2000-2006), the Flexibility Instrument has been mobilised six years out of seven, which clearly shows that some headings were underfinanced; calls, in future, for the flexibility mechanisms not to be used to finance permanent annual needs;
42. herinnert eraan dat tijdens de looptijd van de huidige financiële vooruitzichten alle uiteenlopende instrumenten voor het verhogen van het plafond van de financiële vooruitzichten, zoals herziening, aanpassing, flexibiliteit en het Solidariteitsfonds, zijn gemobiliseerd na een gemeenschappelijk akkoord om in te spelen op permanente en structurele behoeften of financiering ter beschikking te stellen voor onvoorziene behoeften; benadrukt dat flexibiliteit een onmisbaar instrument is in een meerjarencontext; herinnert eraan dat de financiële vooruitzichten voorafgaand aan 1999 een aantal malen zijn herzien en dat, gedurende de afgelopen jaren en met name tijdens de huidige financiële vooruitzichten (2000-2006), het flexibiliteitsinstrument in zes van de zeven jaar is toegepast, hetgeen duidelijk aantoont dat bepaalde rubrieken waren ondergefinancierd; verzoekt om in de toekomst de flexibiliteitsmechanismen niet te gebruiken voor het financieren van behoeften die jaarlijks permanent aanwezig zijn;
