The Commission’s Co-ordination Committee for the 3 pre-accession instruments, set at Directors level, has not officially convened during 2005, although several meetings have taken place notably in view of creation of the new Instrument for Pre-Accession (IPA) and its relevant components[3] A General Assistance Document, through which the Commission informed the Phare Management Committee of the co-ordination of pre-accession aid in 2005 and planned assistance for 2006, was presented to Member States at the Phare Management Committee on 19 May 2005.
Het coördinatiecomité van de Commissie voor de drie pretoetredingsinstrumenten, dat op directieniveau is ingesteld, is in 2005 niet officieel bijeengekomen, hoewel enkele vergaderingen werden gehouden met het oog op met name de opzet van het nieuwe instrument voor pretoetredingssteun IPA en de onderdelen daarvan [3]. Op de vergadering van het Phare-beheerscomité van 19 mei 2005 heeft de Commissie de lidstaten een algemene nota over steunverlening voorgelegd, waarin zij verslag uitbracht over de coördinatie van de pretoetredingssteun in 2005 en de voor 2006 geplande steun.

A General Assistance Document, through which the Commission informed the Phare Management Committee of the co-ordination of pre-accession aid in 2004, was presented to Member States at the Phare Management Committee on 10 June 2004. In particular, this document provided the indicative financial allocations for the year for each country in relation to the three instruments, information on co-ordination with EIB and IFIs and about progress and perspectives for decentralised management.

Council Regulation (EC) No 389/2006 of 27 February 2006 establishing an instrument of financial support for encouraging the economic development of the Turkish Cypriot community designates the committee provided for in Council Regulation (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of Central and Eastern Europe (the ‧Phare committee‧) to assist the Commission in the management of the assistance to the Turkish Cypriot community.
In Verordening (EG) nr. 389/2006 van de Raad van 27 februari 2006 tot instelling van een instrument voor financiële steun ter bevordering van de economische ontwikkeling van de Turks-Cypriotische gemeenschap wordt het comité dat is ingesteld bij Verordening (EEG) nr. 3906/89 van de Raad van 18 december 1989 betreffende economische hulp aan bepaalde landen in Midden- en Oost-Europa („het Phare-comité”) aangewezen om de Commissie bij te staan bij het beheer van de bijstand aan de Turks-Cypriotische gemeenschap.

Since Regulation (EC) No 389/2006 continues to be the basic act for financial support to the Turkish Cypriot community beyond those budget years, the Phare committee should also be continued for that purpose.
Aangezien Verordening (EG) nr. 389/2006 ook daarna de rechtsgrondslag blijft voor de financiële steun voor de Turks-Cypriotische gemeenschap, moet het Phare-comité om die reden ook worden voortgezet.

The PHARE Management Committee ensures co-ordination among these three instruments, whereas further co-ordination is implemented through the (PHARE) Joint Monitoring Committee, the inter-services Co-ordination Committee and periodic meetings with the EC Delegations in the beneficiary countries.
Het beheerscomité van Phare zorgt voor de coördinatie tussen deze drie instrumenten, terwijl verdere coördinatie plaatsvindt via het gezamenlijk monitoringcomité van Phare, het brede coördinatiecomité van de diensten van de Commissie en de periodieke bijeenkomsten met de EC-delegaties in de begunstigde landen.

In order to implement these actions and since these actions are a continuation of activities under the PHARE programme, the Commission proposes to use the established structures for the years 2004 to 2006, i. e. the PHARE committee and to work through the established EDIS in the new Member States.
Aangezien het hier een voortzetting van de activiteiten in het kader van het PHARE-programma betreft, stelt de Commissie voor om voor de uitvoering ervan in de periode 2004-2006 gebruik te maken van de al bestaande structuren, d.w.z. het PHARE-comité, en te werken via het in de nieuwe lidstaten opgezette EDIS.
