It urged the PISG to commit themselves unreservedly to the establishment of a multi-ethnic Kosovo. The Council called on the PISG to make full use of the powers transferred to them by the United Nations Mission in Kosovo (UNMIK) to guarantee that the standards are fully complied with.

Urges the Special Representative Secretary General (SRSG) of the United Nations in Kosovo to make much greater efforts to draw up a policy framework and a long-term strategy to ensure the sustainability of the EC and international investment in Kosovo; calls on the Commission, which funds the EU pillar of UNMIK, to discuss the development of a sustainable policy and a regulatory framework with UNMIK and the provisional institutions for self-government (PISG), in particular the Kosovan President, the Kosovo Prime Minister and government and the Kosovo Assembly; requests that a report on the development of a sustainable policy and regulatory framework and on the progress of the sectoral Action Plans agreed with the Commission be included in the UNMIK end-of-year report for 2002; underlines in this respect, that it is of utmost urgency, to improve Kosovo's tax collection capacity, in order to increase its budget revenue and attain budget sustainability; requests UNMIK to indicate in its mid and end-of-year report, the measures taken and foreseen with a view to increasing Kosovo's budget revenue;
13. dringt er bij de speciaal vertegenwoordiger van de secretaris-generaal van de VN in Kosovo op aan zich sterker in te zetten voor het ontwikkelen van een beleidskader en een lange-termijnstrategie voor het garanderen van het duurzame karakter van de investeringen van de EG en de internationale gemeenschap in Kosovo; verzoekt de Commissie, die de EU-pijler van UNMIK financiert, de ontwikkeling van een duurzaam beleid en een regelgevend kader te bespreken met de UNMIK en de voorlopige instellingen voor zelfbestuur, met name de Kosovaarse president, de Kosovaarse premier en regering en het Kosovaarse Parlement; verzoekt om opname in het eindejaarsrapport van de UNMIK over 2002 van een verslag over de ontwikkeling van een duurzaam beleid en een regelgevend kader, en over de voortgang betreffende het met de Commissie overeengekomen sectoraal actieplan; beklemtoont in dit verband dat Kosovo's vermogen tot het innen van belastingen op zo kort mogelijke termijn moet worden verbeterd; verzoekt de UNMIK in zijn rapporten halverwege en aan het eind van het jaar aan te geven welke maatregelen zijn genomen en worden gepland om de begrotingsinkomsten van Kosovo te vergroten;
