IN-CONTEXT TRANSLATIONS

The Steering Committee is made up of members of the Interdepartmental Decision-Making Group of the Managing Authority and two additional experts, representatives of the Research Institute of Agricultural Economics and the Czech Statistical Office.

It shall equally cover those areas included in agreements and other bilateral instruments with partner countries, or in co-operation agendas jointly agreed with partner countries, as for instance: reinforce the various social services (health, education); contribute to the core infrastructures needed to sustain economic and social development (transports, utilities, telecommunication...); deal with sustainable rural development and food security in their various aspects (agricultural reform, environment, etc.) including appropriate measures to deal with the reform of the sugar protocol [9]; contribute to the emergence of an efficient private sector, able to operate according to the global trade rules and the principles of a market economy (including the institution building efforts more specifically dedicated to this objective); promote good governance, the rule of law and respect for human rights and democratisation; support institution building; management of asylum and migration flows; address security issues, such as the fight against trafficking, crime, and terrorism; address nuclear safety issues; contribute to the development of media and communication sectors; support economic and cultural cooperation with more advanced countries.

This is particularly necessary in areas such as agriculture where research institutions supported by public and non-commercial organisations are a key source for technology development and technology diffusion in developing countries, and countries in economic transition.

IPA will replace the current pre accession instruments notably: Phare, the scope of which is support for the implementation of the acquis communautaire in the form of institution building and related investments, investments in economic and social cohesion and cross-border cooperation; ISPA, which is the precursor of the Cohesion Fund and deals with environment and transport infrastructure; SAPARD, the precursor of Rural Development plans, dealing with Common Agricultural Policy acquis and Rural development, Turkey pre-accession, with the same scope as Phare; CARDS, which covers the Western Balkans.

Calls on the European Union institutions, the Member States and regional and local authorities to support projects to promote and offer advice for the creation of innovative primary agricultural production enterprises in rural areas that are able to provide new jobs, especially for women, in spheres of action such as: adding value to agricultural products and seeking sales outlets for them, the use of new technologies and contributing to the economic diversification of the area and the provision of services which make it possible to reconcile working and family life;

A positive and welcome aspect of the priority areas listed in the Outline is that they bring in some key aspects that are missing in the Objectives section described above, including issues such as small arms and light weapons, good governance and institution-building, economic issues, traditional development issues such as human and social development, agriculture and food security as well as more general aspects such as aid effectiveness and debt cancellation, increased ODA and the promotion of policy coherence for development in both EU and African policies.

Believes that the Community institutions' formal declarations in favour of the multifunctionality of agriculture, economic and social cohesion and sustainable development must go beyond the 'declaration of intent' stage and be translated into concrete measures relating to the common agricultural policy (CAP) as a whole, rather than being limited to the field of rural development alone;

By endorsing the ‘roadmaps’ for Bulgaria and Romania proposed by the Commission, the Copenhagen European Council agreed, by way of a general approach for reallocation, that the ratio for reallocation should be fixed at 30/70, respectively, under the Phare programme set up under Council Regulation (EEC) No 3906/89 of 18 December 1989 on economic aid to the Republic of Hungary and the Polish People’s Republic , the special accession programme for agriculture and rural development (Sapard) set up under Regulation (EC) No 1268/1999 and the Instrument for Structural Policies for Pre-accession (ISPA), set up under Regulation (EC) No 1267/1999.
