Is concerned, however, by the Turkish Supreme Court’s interpretation of the Code of Criminal Procedure extending the pre-trial detention period to 10 years in clear violation of European standards in this respect; calls on the Turkish Grand National Assembly to amend the relevant law in accordance with the case law of the European Court of Human Rights; also draws attention to Turkey’s obligation to comply strictly with its commitment under Article 6 ECHR on a fair trial within reasonable time, notably by creating courts of appeal in its legal system and reinforcing the capacity of its supreme courts;
is echter bezorgd over de interpretatie van het Turkse Hooggerechtshof volgens welke de periode van voorarrest is verlengd tot tien jaar, hetgeen een flagrante schending is van de Europese normen; vraagt de Turkse Grote Nationale Vergadering de betreffende wet te hervormen overeenkomstig de jurisprudentie van het Europees Hof voor de rechten van de mens; wijst ook op de verplichting voor Turkije om strikt zijn verbintenis krachtens artikel 6 van het Europees Verdrag voor de rechten van de mens inzake een eerlijk proces binnen een redelijke termijn na te komen, met name door hoven van beroep in zijn rechtsapparaat te creëren en de capaciteit van zijn hooggerechtshoven te versterken;

Speaking for the first time in front of the EU assembly of local and regional representatives, Commissioner Füle echoed the Committee's demands: "Establishing subsidiarity and high quality public administration at all levels is a key pre-requisite for EU membership.
