(33) While support should continue to be granted to farmers and forest holders to help address specific disadvantages in the areas concerned resulting from the implementation of Council Directive 79/409/EEC of 2 April 1979 on the conservation of wild birds and Council Directive 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild fauna and flora in order to contribute to the effective management of NATURA 2000 sites, the European Agricultural Fund for Rural Development should be only a secondary source of such funding; in addition to other European funds, the primary sources of funding are, above all, the national and regional budgets.

If the site hosts a priority natural habitat type and/or a priority species, and if considerations relating to human health, public safety or beneficial consequences of primary importance for the environment cannot be invoked, the project must be justified by other imperative reasons of overriding public interest, further to an opinion from the Commission.
Wanneer het betrokken gebied een gebied met een prioritair type natuurlijke habitat en/of een prioritaire soort is en er geen argumenten worden aangevoerd die verband houden met de menselijke gezondheid, de openbare veiligheid of met voor het milieu wezenlijke gunstige effecten, moet het project, na advies van de Commissie, door andere dwingende redenen van groot openbaar belang worden gerechtvaardigd.
