The principal measures envisaged for Hainault are as follows: a) modernization of the business base through: - a strong business investment policy - encouragement of endogenous development by provision of full services for local businesses and incentives to develop the agricultural sector - dissemination of technological culture among businesses in order to boost basic and applied RD in the province - creation of an industrial environment attractive to new business - provision of training and retraining to raise skill levels of workers employed in small and medium-sized businesses, especially in research and technology; b) improvement of the environment and accessibility through: - development of a short-stay tourism strategy, backed by measures to enhance local heritage and provide services (organization of activities, promotional measures and accommodation) to encourage tourists to spend more time in the area - addressing of two major environmental problems, namely water management and waste disposal - implementation of a training policy in matters related to tourism and the environment - provision of some new transport infrastructures; c) integrated measures to provide more training and improve job opportunities for young people and persons affected by long-term unemployment or exclusion from the labour market.
Het gecombineerde programmeringsdocument voor Henegouwen voorziet met name in de volgende acties : a) modernisering van de economische structuur door : - een krachtig beleid inzake bedrijfsinvesteringen, - stimulering van de ontwikkeling van het eigen potentieel door het plaatselijke bedrijfsleven een complete dienstverlening aan te bieden en door de ontwikkeling van de verwerking en afzet van landbouwprodukten te bevorderen, - de verspreiding van een op technologie gerichte bedrijfscultuur om onderzoek en ontwikkeling en het gebruik van de resultaten daarvan in de provincie te bevorderen, - het scheppen van een industrieel klimaat dat gunstig is voor de vestiging van bedrijven, - uitbreiding van de voortdurende scholing met het oog op een betere benutting van het menselijke potentieel van het midden- en kleinbedrijf, vooral op het gebied van onderzoek en technologie; b) het gebied aantrekkelijker en beter toegankelijk maken door : - de ontwikkeling van een strategie om een kort verblijf van toeristen te bevorderen door de bestaande mogelijkheden beter te gebruiken en diensten aan te bieden waardoor toeristen langer in het gebied blijven (recreatie en ontspanning, arrangementen, logies), - de aanpak van twee belangrijke milieuproblemen in de provincie : beheer van het water en van het afval, - de uitvoering van een opleidingsbeleid dat is gericht op de ondersteuning van toerisme en milieubeheer, - de realisering van bepaalde infrastructuurvoorzieningen voor het vervoer; c) verbetering van de opleidingsmogelijkheden en de kansen op werk voor jongeren en voor degenen die met langdurige werkloosheid of uitsluiting van de arbeidsmarkt worden geconfronteerd, dit via geïntegreerde maatregelen om hun opneming in het arbeidsproces te bevorderen.
