Turning to the visa issue, I have to emphasise that the US administration’s undertaking to reform the system is something to be welcomed, although, as it would be premature, at the present time, to adopt a position on the reform of the USA’s visa programme, we must wait to see what is in the final document, which the US Congress might well adopt even before the summer, and only when it has done so will the Commission be in a position to judge whether the new programme represents an advance in terms of greater reciprocity between the EU and the United States.
Met betrekking tot visa moet ik onderstrepen dat wij de toezegging van de Amerikaanse regering om dit systeem te hervormen, toejuichen. Het is echter te vroeg om nu een standpunt in te nemen ten aanzien van de hervorming van het Amerikaanse visumprogramma. Wij moeten wachten op de definitieve tekst, die het Amerikaanse Congres waarschijnlijk zelfs nog voor de zomer zal aannemen. Dan pas is de Commissie in staat te beoordelen of het nieuwe programma een stap vooruit is met betrekking tot meer wederkerigheid tussen de EU en de Verenigde Staten.

Stresses that, given the multiannual character of expenditure in Community programmes, it is only at the end of a multiannual cycle that the Commission can proceed to the application of those 'clearance-of-accounts procedures or financial correction mechanisms', whose aim is the a posteriori rectification of errors detected, if comprehensive and clearly comprehensible documentation on programme implementation is available; further emphasises the need to undertake financial corrections as soon as uncorrected irregularities are detected by the Member States, without waiting for the end of the multiannual cycle;
43. onderstreept dat wegens het meerjarige karakter van de uitgaven voor de communautaire programma's, de Commissie pas aan het slot van meerjarige cycli de eerder genoemde "procedures voor de goedkeuring van de rekeningen of financiële correctiemechanismen" kan toepassen die zijn bedoeld om a posteriori opgespoorde fouten te corrigeren wanneer volledige en duidelijke documentatie over de uitvoering van het programma beschikbaar is; wijst er voorts op dat tot financiële correcties moet worden overgegaan zodra door de lidstaten niet gecorrigeerde onregelmatigheden worden ontdekt, zonder te wachten op het eind van de meerjarige cyclus;

Calls on the Commission to improve the access of SMEs and micro-enterprises to Community framework programmes and the Structural Funds, given the important role that these instruments play in many regions in the promotion of entrepreneurship and skills; asks the Commission to monitor and report to Parliament about the access of SMEs to Community funding; notes that the targets for participation of SMEs in the framework research programme have not been attained; calls on the Commission and Member States to ensure a higher participation of SMEs in Community programmes, to simplify the application procedures, to reduce the application costs, and to shorten waiting times; considers that, among the specific objectives to be set by the Commission, special priority should be given, inter alia, to the employment of workers with special needs, women, and the long-term unemployed. To this end, proposes that the programmes provide for special funding for the training of the above-mentioned, less-privileged categories of workers;
16. pleit voor een betere toegankelijkheid van de kaderprogramma's en structuurfondsen voor KMO's en micro-ondernemingen, gezien de belangrijke rol die deze instrumenten in veel regio's voor de verdere ontwikkeling van ondernemerschap en vaardigheden kunnen vervullen; verzoekt de Commissie de toegang van de KMO’s tot communautaire financiering op de voet te volgen en het Parlement hiervan verslag uit te brengen; wijst erop dat de beoogde doelen voor participatie van KMO's in het kaderprogramma voor onderzoek niet gehaald zijn; verzoekt de Commissie en de lidstaten te zorgen voor een grotere participatie van KMO's in communautaire programma's, de aanvraagprocedures te vereenvoudigen, de aanvraagkosten te verlagen en de wachttijden te verkorten; meent dat in de door de Commissie te bepalen specifieke doelstellingen onder meer prioriteit moet worden gegeven aan de arbeidsparticipatie van werknemers met bijzondere behoeften, vrouwen en langdurig werklozen; stelt met het oog hierop voor dat deze programma's speciale financieringsmogelijkheden bieden voor de opleiding van voornoemde, minder bevoorrechte categorieën werknemers;
