Recognises the unique added value of regional policy in the pursuit of the Lisbon Strategy objectives, which is also reflected in the 'Community Strategic Guidelines 2007-2013: Cohesion Policy in support of Growth and Jobs'; points out that for the current programming period the EU-15 are being asked to earmark 60% of expenditure for the Structural Funds' Convergence objective and 75% of expenditure for the Regional Competitiveness and Employment objective in order to pursue the Lisbon Strategy objectives; calls on the Commission to monitor the performance of Member States in achieving the Lisbon Strategy objectives through their Structural Fund interventions;

With regard to compliance with Community standards in accordance with Article 33l(2a) and (2b) of Regulation (EC) No 1257/1999, expenditure relating to payments outstanding in respect of commitments to beneficiaries undertaken by the final date of eligibility for expenditure of the current programming period shall be eligible under the EAFRD in the new programming period, provided that the rural development programme for the new programming period makes a provision for such expenditure.
Ten aanzien van de steun voor de naleving van communautaire normen overeenkomstig artikel 33 terdecies, leden 2 bis en 2 ter, van Verordening (EG) nr. 1257/1999 geldt dat uitgaven in verband met nog te verrichten betalingen voor verbintenissen jegens begunstigden die uiterlijk op de einddatum voor de subsidiabiliteit van de uitgaven van de lopende programmeringsperiode zijn aangegaan, in de nieuwe programmeringsperiode subsidiabel zijn uit het ELFPO, mits het programma voor plattelandsontwikkeling voor de nieuwe programmeringsperiode een voorziening voor dergelijke uitgaven bevat.

(1) Community financing may also cover expenditure associated with the preparation, follow-up, monitoring, auditing and evaluation activities directly necessary for the implementation of this regulation and for the achievement of its objectives, e.g. studies, meetings, information, awareness raising, training and publication activities, training measures for partners enabling them to take part in the various stages of the programmes, expenditure associated with computer network for the exchange of information, technical assistance for the establishment of Euroregions and their secretariats and any other administrative or technical assistance expenditure that the Commission may incur for the management of the program.
(1) De communautaire financiering kan tevens de kosten dekken van voorbereidende werkzaamheden, follow-up, toezicht, audits en evaluaties die rechtstreeks noodzakelijk zijn voor de uitvoering van deze verordening en het verwezenlijken van de doelstellingen daarvan, bijvoorbeeld studies, bijeenkomsten, informatie-, voorlichtings-, opleidings- en publiciteitscampagnes, opleidingsmaatregelen voor partners om hen in staat te stellen deel te nemen aan de verschillende stadia van de programma's kosten van informaticanetwerken voor de uitwisseling van informatie, technische bijstand voor de oprichting van Euregio's en de bijbehorende secretariaten en alle andere kosten van technische en administratieve bijstand waarop de Commissie voor het beheer van het programma een beroep doet.

40. Strongly supports all the incentives that are given for the mobilisation of private capital and the promotion of public-private partnerships in the new programming period (Articles 50(d) and 54); considers that the calculation of the Community co-financing rate as a percentage of only the declared public expenditure constitutes an important simplifying proposal of this Regulation and better ensures the application of the principle of additionality, disregarding whether public expenditure of the co-financing rate of the Member State could be partly replaced by private capital within the programme; calls, at the same time, for the maintenance of the flexibility provided by the calculation of the co-financing rate for each priority and not for each measure (Articles 51 and 76); stresses, however, that the calculation of the co-financing rate should not be such as to prejudice the participation of NGOs and other not-for-profit organisations in Structural Fund activities;
40. is vurig voorstander van alle stimulansen die worden gegeven voor de mobilisatie van privékapitaal en de bevordering van publiek-private partnerschappen in de nieuwe programmaperiode (artikelen 50(d) en 54); vindt dat het voorstel van deze verordening om het communautaire cofinancieringspercentage te berekenen als percentage van enkel de gedeclareerde overheidsuitgaven een aanzienlijke vereenvoudiging inhoudt en een betere garantie biedt voor de toepassing van het additionaliteitsbeginsel, ongeacht het feit of de overheidsuitgaven van het cofinancieringspercentage van de lidstaat ten dele door privékapitaal zou kunnen worden vervangen binnen het programma; pleit tegelijk voor het behoud van de flexibiliteit die wordt geboden doordat het cofinancieringspercentage wordt berekend voor elke prioriteit en niet voor elke maatregel (artikelen 51 en 76); benadrukt evenwel dat de berekening van het cofinancieringspercentage geen hinderpaal mag vormen voor de deelname van NGO's en andere non-profit-organisaties in de activiteiten van de structuurfondsen;
