During the reporting period, the Commission convened seven expert group meetings with the Member States’ National Project Managers, to discuss the status of the VIS project, detailed technical issues, planning issues, risks and activities at central and national project levels.

Regrets that the Sixth Cohesion Report does not include an in-depth assessment on the achievements of the technical assistance facility JASPERS, which during the 2007-2013 period provided the Member States with the technical expertise needed to prepare high-quality major projects for co-financing with EU funds; welcomes the launch of the JASPERS Networking Platform for capacity-building activities in 2013 and the establishment in 2014 of the Networking and Competence Centre division for delivery of specialist expertise in project preparation for the programming period 2014-2020; welcomes the establishment of a Competence Centre on administrative capacity building regarding ESIF that should contribute to enhancing the capacity of all authorities in the Member States involved in the management and implementation of ESIF;

Where appropriate through its cooperation agreements with those intermediary institutions, the EIB should request that their client’s projects be checked against the regional technical operational guidelines, the Results Measurement framework (RE(M) and the EIB standards. In particular, the financial intermediaries’ activities in support of SMEs should be fully transparent and be reported regularly to the EIB.

The reasons for delays and difficulties in project implementation identified in the report and by the Commission include the following: weaknesses in project planning and design, national planning and environmental assessment legislation and procedures, technical weakness in the implementing bodies, procurement difficulties, budgetary or institutional uncertainty or technical difficulties in the physical realisation of the project.

3. The technical specifications and financial plan of the project, progress reports, documents concerning tendering and contracting procedures, and reports on inspections of the execution of the project in accordance with Article 4 are also kept at the appropriate management level.
3. The evaluation report states that the current implementation tools, management approaches and modalities of technical support are appropriate and have in the past ensured a satisfactory level of project quality and proper project implementation.
