(7) Overwegende dat in de resolutie van de Raad van 9 november 1989 betreffende toekomstige prioriteiten voor de stimulering van het beleid inzake consumentenbescherming (6) de Commissie wordt verzocht om bij haar werkzaamheden voorrang te geven aan de in de bijlage bij de resolutie genoemde gebieden; dat in deze bijlage de nieuwe technologieën die verkoop op afstand mogelijk maken, worden vermeld; dat de Commissie aan deze resolutie gevolg heeft gegeven door een "driejarig actieplan betreffende het consumentenbeleid in de EEG (1990-1992)" vast te stellen en dat dit plan in de vaststelling van een richtlijn ter zake voorziet;

(15) Whereas a fair balance should also be stuck with regard to the determination of the transitional arrangements; whereas such arrangements should enable the Community plant protection industry to catch up to some extent with its main competitors, while making sure that the arrangements do not compromise the achievement of other legitimate objectives concerning the agricultural policy and environment protection policy pursued at both national and Community level;
(15) Overwegende dat ook bij het vaststellen van de overgangsregeling naar een juist evenwicht moet worden gezocht; dat deze regeling de gewasbeschermingsmiddelenindustrie van de Gemeenschap in staat moet stellen een deel van de achterstand op haar belangrijkste concurrenten in te lopen, met dien verstande dat de verwezenlijking van andere legitieme doelstellingen van het landbouw- en milieubeleid op nationaal en communautair niveau geen gevaar mag lopen;
