Identification of the relevant working groups, including those in the security field, by mutual agreement, to be prepared by Correspondents for decision by Political Directors; - Continuation of existing practice and open mind regarding participation of associated countries as observers in working groups in cases where there are special reasons for their participation (eg ad hoc Group Yugoslavia, ECMM; sanctions enforcement); - consultations between missions in third countries on the domestic and foreign policy of the host country along the lines of the EC/US model; limited number of countries (eg 5) initially.
