L. whereas having been forced to take emergency measures in response to successive crises that it failed to anticipate in the MENA region despite some signals, the EU has been unable to analyse the key elements or deal with the complexity of the situation, expectations and prospects created by the Arab uprisings of 2011; whereas, above all, the EU has failed to respond to the need for a very long-term strategy to sustain and assist genuine democratic transition, economic development and political stability; whereas, acting on the instructions issued by the European Council of December 2013, the High Representative of the Union for Foreign Affairs and Security Policy (VP/HR) launched a major strategic reflection process; whereas a broad consultation process was launched by the Commission, the European External Action Service (EEAS) for a review of the ENP; whereas the set-up of the EEAS provides the possibility of a country-by-country political and strategic analysis which should be a key factor in planning of assistance to the countries of the region, including in the framework of the ENP;

Welcomes the fact that Act XXXVI of 2013 on the election procedure in Hungary, specifically Article 42, prescribes that, upon request, people with disabilities must be provided with instructions in braille, relevant information in easy-to-read form, voting samples in braille at polls, full accessibility of polls, including particular attention to the needs of the wheelchair users; in addition, on the basis of Article 50 of the abovementioned Act, disabled voters can ask to be registered at another, more accessible, polling station in order to cast their votes in the given constituency, in accordance with the obligation to provide at least one fully accessible polling station in every constituency laid down in Article 81;
42. is ingenomen met het feit dat wet nr. XXXVI van 2013, met name artikel 42, bepaalt dat personen met een handicap op verzoek instructies in braille en relevante informatie in eenvoudig te lezen vorm moeten ontvangen, en dat zij bij verkiezingen recht hebben op voorbeeldstembiljetten in braille en volledig toegankelijke stemlokalen, met specifieke aandacht voor rolstoelgebruikers; bovendien kunnen gehandicapte stemgerechtigden op basis van artikel 50 van bovengenoemde wet verzoeken om registratie bij een ander, beter toegankelijk stemlokaal voor het uitbrengen van hun stem in hun kieskring, overeenkomstig de verplichting van artikel 81 om in elke kieskring tenminste één volledig toegankelijk stemlokaal in te richten;

41. 22. Considers that more use should be made of video-conferencing by its Administration and its parliamentary delegations; recognises that personal contact between politicians cannot be replaced, but points out that video-conferencing could lead to a more regular dialogue and reduce mission expenses; instructs its Secretary-General to follow technological developments closely with a view to ensuring that Members are provided with appropriate means of video-communication and other IT tools; requests its Secretary-General also to examine the feasibility of equipping Parliament's hemicycles and Committee meeting rooms with wireless technology for its computers and other related devices and to submit his assessment in time for the first reading of the 2004 Budget;

Also authorises the appropriations necessary for 23 upgradings in the political group secretariats; has decided to postpone its decision on any other specific upgradings and conversion of posts until its first reading in October and instructs its Secretary-General, in the meantime, to provide additional information;
