The Directive establishes a harmonised framework for the regulation of electronic communications networks, i.e. transmission systems which permit the conveyance of signals by wire, by radio, by optical or by other electromagnetic means, including satellite networks, fixed and mobile terrestrial networks, electricity cable systems, networks used for radio and television broadcasting and cable television networks, irrespective of the type of information conveyed.

Member States may impose reasonable "must carry" obligations for the transmission of specified radio and audiovisual media services and complementary services, particularly accessibility services, on undertakings under their jurisdiction providing electronic communications networks used for the distribution of radio or audiovisual media services to the public where a significant number of end-users of such networks use them as their principal means of receiving radio and audiovisual media services .
