Notes that the recent amendments to the Energy Law display an intent to introduce real market liberalisation, that a gas market liberalisation strategy has been adopted and that electricity prices have been revised; stresses that rigorous implementation of such measures is required and that the continuing inefficiency of energy use needs to be urgently addressed; recognises that the IAEA mission to Kozloduy in June 2002 concluded that units 3 and 4 now comply with all international standards and safe operation requirements for such nuclear power plants, while the EU remains concerned about the design deficiencies of the two reactors; looks forward, therefore, to the expected peer review by the Council's Working Group on Nuclear Issues, and calls for a comprehensive and objective study of the economic consequences of the closure of units 3 and 4 to be undertaken at the earliest available opportunity in order to reach a speedy and satisfactory solution to the closure question at the earliest possible date; requests that the Commission provide details of the decommissioning fund that it is establishing with the European Bank for Reconstruction and Development (EBRD);

This is being spent on the following work: Chernobyl A projet to train Chernobyl staff in fire protection and decontamination; Design studies for the construction of mobile installations for decontamination around the plant; A project to transfer Western know-how regardind reactor decommissioning; A study to explore the safest way of enclosing the damaged reactor unit; A decontamination project to clean up the 800-odd nuclear dumps situated within a 30 km radius of the Chernobyl site; A regional project supporting Ukranian, Russian and Belorussian communities suffering economic and social damage because of the Chernobyl fall-out.

The nuclear safety programme also includes design studies on various reactor types as well as assistance in the fuel cycle and waste processes.
