Cross-border cooperation should aim to tackle common challenges identified jointly in the border regions, such as: poor accessibility, especially in relation to information and communication technologies (ICT) connectivity and transport infrastructure, declining local industries, an inappropriate business environment, lack of networks among local and regional administrations, low levels of research and innovation and take-up of ICT, environmental pollution, risk prevention, negative attitudes towards neighbouring country citizens and aim to exploit the untapped growth potential in border areas (development of cross-border research and innovation facilities and clusters, cross-border labour market integration, cooperation among education providers, including universities or between health centres), while enhancing the cooperation process for the purpose of the overall harmonious development of the Union.

The 10 anniversary Summit of the Barcelona Process celebrated in November 2005 agreed on a Five Year Plan of targetted cooperation with the partner countries. One of the targets agreed is the "de-pollution of the Mediterranean by 2020". The Commission is currently preparing a proposal for a timetable of actions towards achieving this target. The resulting "Horizon 2020" initiative is expected to promote financing of environment infrastructure in the region. It may also seek to enhance the capacities of the partner countries’ environment administrations as well as to promote environment research, in so far as these issues are not already dealt with within the implementation of the ENP Action Plans. Horizon 2020 will seek to bring together all important environment actors in the Mediterranean, such as the Mediterranean Action Plan, toward a common goal. The Council and the Parliament will be informed on this programme of work through a Communication in 2006.

To increase and improve investment in RD, Member States should further develop the mix of measures to foster business RD through: improved framework conditions and ensuring that companies operate in a sufficiently competitive environment; increased and more effective public expenditure on R developing public-private partnerships ; strengthening centres of excellence; making better use of support mechanisms, such as fiscal measures to leverage private R ensuring a sufficient supply of qualified researchers by attracting more students into scientific, technical and engineering disciplines and enhancing the career development and the transnational and intersectoral mobility of researchers, especially those European researchers who have left Europe; strengthening the link between science, research and innovation; ensuring secure public funding that strengthens centres of excellence; and increasing competition and emulation in the field of research.
