IN-CONTEXT TRANSLATIONS

Projects and initiatives implemented in EU Member States, municipalities and regions will be complemented by transnational projects funded by the EU. The Commission will, for instance, organise with Member States the ‘Assises du Patrimoine'as a flagship event of the European Year of Cultural Heritage in order to start work on a long-term EU Action Plan for Culture and Cultural Heritage.

26. Deplores the rejection of Kosovo’s application for UNESCO membership, due also to active obstruction by Serbia – contradicting its commitment to developing good‑neighbourly relations – but also due to a lack of unanimity among member states; welcomes the adoption of the law protecting the historical heritage of Prizren and calls for its full implementation, but points out, nonetheless, the threats posed to the city’s heritage by widespread illegal building; welcomes the fact that several Serb religious and cultural heritage sites regrettably destroyed in 2004 have been renovated, such as the Orthodox cathedral, and calls for continuing renovation of Serbian religious and cultural heritage; calls, in this connection, on the interested parties, including the Kosovo authorities, the Serbian Government, the Serbian community in Kosovo and the Serbian Orthodox Church, to find a system for the promotion, protection and conservation of Kosovo’s cultural and religious heritage, which should be treated as common European heritage; welcomes the fact that the Kosovo constitution enshrines Kosovo’s commitment to the preservation and protection of its cultural and religious heritage, and calls for further efforts to protect the rights of all religious minorities; underlines the fact that joining international and regional organisations and mechanisms should be a priority for Kosovo; recalls, in this context, the importance of complying with the agreement reached on regional cooperation; believes that the establishment of the Regional Youth Cooperation Office of the Western Balkans (in the framework of the Berlin Process), which is being actively promoted by many, will bring positive results, in particular as regards relations between the young people of Serbia and Kosovo;

Underlines the potential for boosting cultural tourism in rural, island, coastal and mountainous regions which offer intact nature and landscapes, regional or minority languages and dialects, traditional culture (traditional folk arts, costumes, handcrafts, local festivals, a mobility culture, gastronomic traditions), local artisanal products and services, authenticity, industrial and agricultural heritage, and the cultural heritage of ethnic minorities; points out that cultural tourism in these regions helps to diversify traditional economic activities and encourage local populations to remain, thereby averting depopulation and the abandonment and deterioration of many valuable cultural sites and preventing traditions and customs from dying out; calls on the Member States to develop sustainable intermodal infrastructure and improve cross-border connectivity – including the development of new information and communication technologies, such as integrated travel planning and ticketing services – as a means of enhancing the appeal and accessibility by air, sea, road and rail of tourist destinations in general and of smaller and remote tourist destinations in particular;

24. Welcomes the recent proposal within the framework of the Council for the drawing up of a European Heritage list and calls on the Commission to support it; takes the view that in this context, particular importance should be given to the local cultural heritage of rural and island regions, taking account also of the intangible aspects of the cultural heritage; takes the view that candidate countries must also be invited to participate in this initiative;
24. is verheugd over het recente voorstel in het kader van de Raad om een Europese lijst van het culturele erfgoed op te stellen en roept de Commissie op dit plan te steunen; is van mening dat het lokale culturele erfgoed van het platteland en van eilanden in dit verband extra aandacht verdient, waarbij de immateriële aspecten van cultureel erfgoed niet uit het oog mogen worden verloren; is van mening dat kandidaat-landen ook bij dit initiatief moeten worden betrokken;

(63) The adoption of this Directive will not prevent the Member States from taking into account the various social, societal and cultural implications which are inherent in the advent of the information society; in particular it should not hinder measures which Member States might adopt in conformity with Community law to achieve social, cultural and democratic goals taking into account their linguistic diversity, national and regional specificities as well as their cultural heritage, and to ensure and maintain public access to the widest possible range of information society services; in any case, the development of the information society is to ensure that Community citizens can have access to the cultural European heritage provided in the digital environment.
(63) Goedkeuring van deze richtlijn kan de lidstaten niet beletten rekening te houden met de onderscheiden sociale, maatschappelijke en culturele implicaties van de opkomst van de informatiemaatschappij. Daarmee mag met name geen afbreuk worden gedaan aan maatregelen die de lidstaten overeenkomstig het communautaire recht mochten nemen om - rekening houdend met hun taalverscheidenheid, de nationale en regionale eigenheid en hun culturele erfgoed - sociale, culturele en democratische doelstellingen te verwezenlijken en om publieke toegang te waarborgen en te handhaven tot een zo breed mogelijk scala van diensten van de informatiemaatschappij. Bij de ontwikkeling van de informatiemaatschappij dient steeds te worden gewaarborgd dat de Europese burgers toegang krijgen tot het in een digitale omgeving geboden Europese culturele erfgoed.

Mountain regions represent a unique environmental heritage for Europe as a whole, both in terms of nature and culture. This heritage offers resources vital for the Union's socio-economic welfare, which must be protected and managed.
De berggebieden vormen voor geheel Europa, zowel uit een oogpunt van natuurbehoud als van cultuur, een uniek ecologisch erfgoed dat hulpbronnen aanreikt welke voor het sociaal-economisch welzijn van de Unie van vitaal belang zijn en daarom beschermd en goed beheerd moeten worden.
