Urges the Commission to take concrete and effective measures to support developing countries and regional tax administration frameworks, such as the African Tax Administration Forum and the Inter-American Centre of Tax Administrations, in the fight against tax evasion and tax avoidance, in developing fair, well-balanced, efficient and transparent tax policies, in promoting administrative reforms and in increasing the share, in terms of aid and development, of financial and technical assistance to the national tax administrations of developing countries; argues that this support should be provided to strengthen the judiciary and anti-corruption agencies in these countries; calls for the bringing together of public sector expertise from Member States and beneficiary countries with the aim of enhancing cooperative activities while yielding concrete preliminarily results for beneficiary countries; supports the organisation of workshops, training sessions, expert missions, study visits and counselling;

44. Calls on the Commission and the Member States to consider setting up measures to enable the social reuse of funds confiscated through criminal proceedings in cases of tax fraud and tax avoidance; calls, therefore, for a substantial part of the funds confiscated to be reused for social purposes and reinjected into local and regional economies directly or indirectly affected by tax crimes;

Having regard to Article 87(1) and (3)(e) of the Treaty , having regard to paragraph 37 of European Parliament resolution 2005/2165 (INI) , having regard to the judgment of the Court of Justice in case C-88/03 , does the Commission intend once and for all to abandon the inflexible view that regional and local tax concessions are incompatible with the Community ban on State aids, especially as regards the arrangements for determining regional selectivity, and to authorise tax concessions when these are designed to help the development of certain economic activities or regions?

The national legislation on the IRAP establishes that all regions have the power to increase or reduce the basic tax rate of 4.25 % by up to one percentage point in either direction; this reflects a symmetrically applied tax system in which all regions are equally entitled, both legally and in practice, to increase or reduce the tax and which does not in itself entail State aid.

By letter of 10 November 2005, registered as received by it on 15 November 2005, the Italian authorities asked the Commission to suspend the procedure pending the ruling by the Court of Justice in Case C-475/2003 concerning the compatibility of the Italian regional tax on productive activity (IRAP) with Article 33(1) of the Sixth Council Directive 77/388/EEC of 17 May 1977 on harmonisation of the laws of the Member States relating to turnover taxes — Common system of value added tax: uniform basis of assessment (3).

It addressed once again the issue of airport taxes and opening hours, the Walloon government representative stressing that "if the Walloon Region does not fulfil its commitments, there will be no effect on BSCA", and that it was the Walloon Region that would be held liable if airport opening hours were changed or taxes increased. He also specified that "the passenger or boarding taxes are fixed for the whole of the period, and total one euro for all airlines.
