G. whereas Croatia's successful accession will have wider European and regional implications and will give positive impetus to the process of European integration in both the EU and the Western Balkan region; whereas the prospect of EU membership is a powerful incentive for candidate and potential candidate countries in the region, on the path to European integration, to pursue the necessary political, economic and legislative reforms and the strengthening of peace, stability and reconciliation based on good-neighbourly relations; whereas the EU should reinforce the European perspective for Croatia's neighbouring countries and constantly encourage those countries to fulfil their obligations on their own route to full EU membership;
G. overwegende dat een succesvolle toetreding van Kroatië ook gevolgen zal hebben voor de rest van Europa en de regio en het pad zal effenen voor Europese integratie zowel in de EU als in de westelijke Balkan; overwegende dat het vooruitzicht van EU-lidmaatschap voor kandidaat-lidstaten en mogelijke kandidaat-lidstaten in de regio die op weg zijn naar Europese integratie, een sterke prikkel is om de noodzakelijke politieke, economische en wettelijke hervormingen door te voeren, alsook voor de consolidatie van vrede, stabiliteit en verzoening op basis van goede nabuurschapsbetrekkingen; overwegende dat de EU het Europees perspectief van de buurlanden van Kroatië moet versterken en deze landen voortdurend moet aanmoedigen aan hun verplichtingen te voldoen op hun eigen pad in de richting van volledig EU-lidmaatschap;

With this in mind, ladies and gentlemen, we should send a joint message today from all of us here to Croatia, and indeed to the whole region, to the effect that if a country carries out the tasks it has been asked to do, the European Union will also keep its promise of allowing it to become a member of this Union. Mr President, as you too said yesterday: it will also benefit the European Union if we accept Croatia, provided it has done what it has been asked to do.
Dames en heren, in dit opzicht dient er vandaag van ons allen een gemeenschappelijke boodschap aan Kroatië en de hele regio uit te gaan: als een land zijn huiswerk doet, houdt de Europese Unie zich ook aan haar toezegging dat het lid van de Unie kan worden. Zoals u gisteren al zei, mijnheer de Voorzitter, heeft ook de Europese Unie er baat bij dat Kroatië toetreedt, mits het de gestelde taken heeft volbracht.

37. Encourages Croatia to continue its efforts to maintain and further develop good-neighbourly relations and to remain an important and proactive promoter of regional cooperation on all levels; commends the Croatian President for paying deep respect to Bosnian victims of war crimes on his official visit to Sarajevo in April 2010; sees this initiative and gesture as a commitment on the part of Croatia to solve historical issues with its neighbours in a fair, sincere and dignified manner; welcomes also the joint statement by the President and Prime Minister of Croatia on support for the territorial integrity and sovereignty of Bosnia and Herzegovina and its accession to the EU and NATO; notes that progress in regional cooperation has been uneven and therefore urges the Croatian Government and the governments of the neighbouring countries to intensify their dialogue aimed at reconciliation among the citizens of the region and at reaching definite and mutually acceptable solutions to all outstanding bilateral issues, in particular as regards final agreements on state borders, missing persons, property restitution and refugee return as well as the extradition of citizens in cases of war crimes and crimes against humanity;
37. moedigt Kroatië aan zijn inspanningen voor het behoud en de verdere ontwikkeling van goede nabuurschapsbetrekkingen voort te zetten en zich krachtig en proactief te blijven inzetten voor regionale samenwerking op alle niveaus; feliciteert de Kroatische president omdat hij tijdens zijn officieel bezoek aan Sarajevo in april 2010 zijn diep respect heeft uitgesproken voor de Bosnische slachtoffers van oorlogsmisdaden; ziet dit initiatief en dit gebaar als een belofte van Kroatië om historische kwesties met zijn buren op een eerlijke, oprechte en waardige manier op te lossen; verwelkomt ook de gemeenschappelijke verklaring van de president en de premier van Kroatië over de ondersteuning van de territoriale integriteit en soevereiniteit van Bosnië-Herzegovina en zijn toetreding tot de EU en de NAVO; merkt op dat er op het gebied van regionale samenwerking geen sprake is geweest van gelijkmatige vooruitgang en dringt er daarom bij de regeringen van Kroatië en de buurlanden op aan dat zij de onderlinge dialoog intensiveren met het oog op verzoening tussen de burgers van deze regio en om definitieve en wederzijds acceptabele oplossingen te vinden voor alle hangende bilaterale geschillen, met name wat betreft definitieve overeenkomsten inzake staatsgrenzen, vermiste personen, teruggave van eigendommen, de terugkeer van vluchtelingen en de uitwijzing van personen die verdacht worden van oorlogsmisdaden en misdaden tegen de menselijkheid;

I anticipate that Croatia will, in the spirit of this report, implement all its commitments arising from the agreements it has concluded to date with Slovenia and with other neighbouring countries. I also anticipate that Croatia will strive together with these countries to settle the bilateral issues and to forge permanent good neighbourly relations, particularly amongst the inhabitants of the border regions.

Croatia is an active member of several regional and sub-regional initiatives, such as the Stability Pact, the Adriatic-Ionian initiative, the "Quadrilaterale" (between Italy, Slovenia, Hungary and Croatia), the Central European Initiative (CEI), South-East Cooperation Initiative (SECI), the Alps-Adriatic initiative, the Danube Commission.
