The Instrument should complement and reinforce the activities undertaken to develop operational cooperation under the aegis of the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (‘the Frontex Agency’) as established by Council Regulation (EC) No 2007/2004 (7), including the new activities resulting from the amendments introduced by Regulation (EU) No 1168/2011 of the European Parliament and of the Council (8), and thereby further reinforce solidarity between those Member States controlling external borders in the interests and on behalf of the Schengen area as a whole.

The European Structural and Investment Funds may be used by the Member State to support actions for the reduction of administrative burden for beneficiaries, including electronic data exchange systems, actions to reinforce the capacity of Member State authorities and beneficiaries to administer and use these Funds, as well as actions to reinforce the capacity of, and exchange best practices between, relevant partners in line with Article 5(3) (e) . These actions may concern preceding and subsequent programming periods.

More specifically, the ECB supports the objective of strengthening the ESS’s governance by: (a) reinforcing the role of national statistical institutes (NSIs) in coordinating the statistical activities of other national authorities relating to European statistics under the exclusive responsibility of the ESS (3); (b) reinforcing the professional independence of the Heads of the NSIs and the Head of Eurostat (4); (c) reinforcing the implementation of the European Statistics Code of Practice by imposing on Member States the obligation to undertake specific policy measures on the basis of the ‘Commitment on Confidence in Statistics’, progress on which is to be monitored by the Commission (5); and (d) enhancing access to and use of administrative data by NSIs (6).

4. Recognises that, in times of demographic change and other processes affecting the EU as a whole, the Roma population, which has been part of our common heritage for centuries and is the largest ethnic minority in the EU, should be given incentives through good quality education, decent housing and job opportunities to fully integrate into the work place and contribute to smart, sustainable and inclusive economic development as foreseen in the EU 2020 strategy, in particular in the ‘European Platform against Poverty’ initiative; takes the view that social inclusion is a precondition for achieving the EU 2020 strategy objectives; calls on the Member States and the local and regional public authorities, therefore, to increase their efforts now, by reinforcing their effective strategies for addressing the specific circumstances (deep poverty, lack of education and access to social services, poor health conditions, lack of civil registration documents, segregated and substandard housing, low level of employment) of marginalised communities, as an imperative in order to combat social exclusion of the Roma population and contribute to further integration within Member States; emphasises that a successful policy is a mixture of approaches taking social, economic and cultural factors into account;

Reinforcement of institutional and administrative capacity: the State audit office, financial control and internal audit functions, customs, banking and financial market supervisory bodies, regional development institutional structures and budgetary mechanisms; improved operation of the judicial system; training for the judiciary in Community law and its application, reinforcement of justice and home affairs institutions (ensuring sufficient and properly trained personnel in particular police, border guards, ministries and courts), strengthen the nuclear safety authority, reform of customs and tax administrations to ensure readiness to apply the aquis, the reinforcement of food control administration.
