The primitive sanctions that states used to use against each other according to the retaliation principle, following the Biblical principle, drawn from the Old Testament, of ‘an eye for an eye, a tooth for a tooth’, has been replaced by the excellent mechanism of collective, organised sanctions whereby procedures decide on who may use this mechanism, when and how.
De primitieve sancties die staten vroeger in de vorm van represailles tegen elkaar gebruikten volgens het Bijbelse principe “oog om oog, tand om tand” uit het Oude Testament, heeft plaats gemaakt voor een gestroomlijnd mechanisme van collectieve, georganiseerde sancties, waarbij aan de hand van procedures wordt bepaald wie dit mechanisme wanneer en op welke wijze mag toepassen.
