In the light of the observation that, in the absence of any coordination of national systems of taxation of savings income, some residents of the Member States were able to avoid any form of taxation in their State of residence on interest which they received in another State, it was decided to draft a directive to remedy this situation, which is conducive to the development of damaging fiscal competition, as capital tends to flow to countries outside the European Union with abnormally low rates of taxation.
Zolang geen sprake is van coördinatie van de nationale stelsels voor de belastingheffing op inkomsten uit spaargelden, kunnen bepaalde bewoners van lidstaten ontsnappen aan elke vorm van belastingheffing in hun woonstaat op rente die zij ontvangen in een andere staat. Om hierin verandering te brengen is besloten een richtlijn op te stellen, want deze situatie leidt tot schadelijke fiscale concurrentie omdat de kapitaalstromen de neiging hebben om naar landen te gaan die geen lid zijn van de Europese Unie en waar de belastingen abnormaal laag zijn.
