Lastly, I wish to point out that all of the proposals we put forward were rejected, for example our call for Member States, firstly, to reverse the so-called ‘reforms’ that have institutionalised their social protection models that are market based, subject to competition and obliged to compete, and, secondly, to stop promoting public-private partnerships or outsourcing social services to the private sector, because these strategies are misleading.

Reversing this trend calls for greater investment not only in research and development and information and communication technologies (ICT), but also in the European education and training system as a whole.
Deze trend kan worden omgebogen door niet alleen extra te investeren in onderzoek en ontwikkeling en informatie- en communicatietechnologie, maar ook in de Europese onderwijs- en beroepsopleidingsstelsels in hun geheel.

(4) In view of the growing importance of culture for European society and the challenges facing the Community at the dawn of the 21st century, it is important to increase the effectiveness and consistency of Community measures in the cultural field by proposing a single guidance and programming framework for the period 2000 to 2004, bearing in mind the need for the Community policies concerned to take greater account of culture; in this respect, the Council Decision of 22 September 1997 regarding the future of European cultural action(5) calls on the Commission to make proposals with a view to establishing a single instrument for programming and financing aimed at the implementation of Article 151 of the Treaty.
(4) Vanwege het toenemend belang van cultuur voor de Europese samenleving en vanwege de belangrijke uitdagingen waarmee de Gemeenschap thans, aan de vooravond van de 21e eeuw, wordt geconfronteerd, dient de doeltreffendheid en de samenhang van de communautaire actie op cultureel gebied te worden versterkt door één enkel beleids- en programmeringskader voor de jaren 2000 tot en met 2004 voor te stellen, gelet op de noodzaak om op de verschillende betrokken communautaire beleidsterreinen meer met cultuur rekening te houden. De Raad heeft in dit verband in zijn besluit van 22 september 1997 betreffende de toekomst van Europese culturele acties(5) de Commissie verzocht voorstellen te doen voor de totstandbrenging van één enkel programmerings- en financieringsinstrument voor de uitvoering van artikel 151 van het Verdrag.
