Whereas the Scientific Committee is (a) to conduct scientific assessments of fishery resources and the impact of fishing, (b) to encourage and promote cooperation in scientific research and (c) to provide scientific advice and recommendations for the formulation of conservation, management and monitoring measures and on standards for fishery data collection and exchange, the task of the Compliance Committee is to verify the implementation of and compliance with measures adopted by the Meeting of the Parties and it is empowered to report, advise and make recommendations to that Meeting.

It was proposed to the Commission in the guidelines on coordinating the Seventh Research Framework Programme and the Structural Funds, drawn up by the Scientific and Technical Research Committee of the European Union (CREST).

Member States whose vessels intend to conduct scientific research where the estimated total catch is expected to be more than 50 tonnes, or more than 10 tonnes of Dissostichus spp. or more than 0,1 % of a given catch limit for krill, squid and crab, shall submit to the CCAMLR for review, with a copy to the Commission, a research programme in accordance with standardised guidelines and formats adopted by the CCAMLR's Scientific Committee, at least six months in advance of the planned starting date for the research.

Notes that since the committee of inquiry finished its work, the findings of scientific research have established a link between the new variant of Creutzfeldt-Jacob disease and BSE, thus increasing the magnitude of the responsibilities identified by the committee of inquiry; notes that the breach of the export ban also became known only after the committee of inquiry's report was published and that the follow-up committee did not have a mandate to investigate new responsibilities or amend the committee of inquiry's assessment;
