(12) Overwegende dat structuurmaatregelen die niet rechtstreeks met de wijnproductie verband houden binnen de werkingssfeer van Verordening (EG) nr. 1257/1999 van de Raad van 17 mei inzake steun voor plattelandsontwikkeling uit het Europees Oriëntatie- en Garantiefonds voor de Landbouw (EOGFL) en tot wijziging en instelling van een aantal verordeningen(44) dienen te vallen; dat afzetbevorderende maatregelen een aanzienlijke bijdrage tot de concurrentiekracht van de sector leveren; dat met name de bevordering van de afzet van communautaire wijn op de markten van derde landen dient te worden gestimuleerd; dat evenwel met het oog op de samenhang met het algemene beleid van de Gemeenschap inzake afzetbevordering dergelijke maatregelen betreffende de wijnsector binnen de werkingssfeer van een horizontale regeling dienen te vallen; dat de Commissie daartoe een voorstel voor een verordening heeft ingediend(45);
