At the May summit of the South-East Europe Cooperation Process (SEECP) in Zagreb, the decision was taken to move towards regional ownership of the process of regional co-operation.
Op de topontmoeting van het Samenwerkingsproces voor Zuidoost-Europa (SEECP) in mei 2007 in Zagreb werd besloten te streven naar regionale zeggenschap over het proces van regionale samenwerking.

The Stability Pact has largely accomplished its mission and is in the process of being replaced by a new Regional Cooperation Council (RCC) linked to the SEECP.

2. Takes the view that democratic, transparent, stable and good governance mechanisms are crucial in order to provide strategic direction, take key decisions and oversee effective implementation of the EUSAIR; supports the strengthening of the involvement of all relevant stakeholders, including civil society and private businesses, in the implementation process; considers it important to ensure adequate visibility of the EUSAIR at all levels; calls for close cooperation with relevant European organisations and programmes, including on the social and migration challenges affecting the region, with particular regard to the South East Europe 2020 Strategy; calls for the duplication or overlapping of activities to be avoided; calls for joint projects and synergies to be developed, in particular, with the Central European Initiative (CEI), the South-East European Cooperation Process (SEECP) and the Union for the Mediterranean (UfM);

Appreciates the constructive approach of the Serbian Government to relations with neighbouring countries, since this has enabled substantial progress in both regional cooperation and closer relations with the EU; encourages Serbia to work even more closely with neighbouring countries and to initiate further steps for trans-border cooperation, in order to improve, inter alia, the economic development of border regions and areas populated by minorities; emphasises the importance of promoting policies of exchange and contact among young people in the framework of reconciliation; welcomes generally the compliance of Serbia with its international obligations and the fact that it has further developed bilateral relations with its neighbours; reiterates the crucial importance of reconciliation; encourages Serbia to fully implement bilateral agreements with neighbouring countries and to address its open bilateral issues with a pragmatic approach; welcomes the meeting between the Prime Ministers of Serbia and Albania on 10 November 2014 in Belgrade; encourages Serbia to actively support and constructively contribute to the progress of Bosnia and Herzegovina towards European integration; equally welcomes the fact that Serbia has continued to participate actively in regional initiatives, such as the South-East Europe Cooperation Process (SEECP);

Commends the country for maintaining its constructive role and positive contribution to regional cooperation, and welcomes its active participation in regional initiatives such as the Central European Initiative (CEI) and the Regional Initiative for Migration, Asylum and Refugees (MARRI); congratulates the country on its successful completion of its period as chair of the South-East European Cooperation Process (SEECP) from June 2012 to June 2013), and welcomes, in this regard, the promotion of all-inclusiveness as a valuable contribution to the further strengthening of regional cooperation;

The Commission fully supports the work of the South-East Europe Cooperation Process (SEECP) and Regional Cooperation Council, including the Regional 2020 strategy.
De Commissie geeft haar volledige steun aan het werk van het samenwerkingsproces voor Zuidoost-Europa (SEECP), met inbegrip van de regionale strategie voor 2020.

Full application of the principle of inclusive regional cooperation remains notably to be ensured, including by avoiding problems such as the one encountered with the summit of the South East European Cooperation Process (SEECP).

Croatia continued to participate actively in regional initiatives, including the South-East European Cooperation Process (SEECP), the Regional Cooperation Council (RCC) and the Central European Free Trade Agreement (CEFTA).
