The Rapporteur welcomes the provisions in the proposal allowing Member States to reduce the monitoring efforts for persistent, bioaccumulative and toxic substances that occur very widely in the aquatic environment and allowing for a separate presentation of their concentrations to avoid hiding improvements achieved for other substances.

So long as the two types of plant are separate from each other, the rules on waste and combustion can be applied separately, provided that the product which is supplied by the waste processing installation to the combustion plant can be regarded not as waste but as fuel.

(5) Overeenkomstig het subsidiariteitsbeginsel, zoals vervat in artikel 5 van het Verdrag, vormt de beperking van de emissie van verzurende stoffen door grote stookinstallaties een doelstelling die door individueel optredende lidstaten onvoldoende kan worden verwezenlijkt en ongecoördineerde maatregelen bieden geen waarborg dat de gewenste doelstelling ook werkelijk wordt bereikt; gezien de noodzaak de emissie van verzurende stoffen in de gehele Gemeenschap te beperken, is het doeltreffender maatregelen op het niveau van de Gemeenschap te nemen.
