The ECA found that only a few of the audited projects improved significantly the economic value of the forests, either by improving the value of the land (building of forest tracks and roads) or the value of the stands (silvicultural operations like pruning or thinning).Cases of public support disproportionately high were also revealed.

17. Calls on the Commission, in the new EU Action Plan for the sustainable management of forests, to step up the European forest policy and give greater emphasis to the multiple functions of European agriculture, with a twofold aim: to maintain and provide employment for the rural population and to substantially increase the mass of forests; calls likewise for support measures for fire prevention in silviculture to help the owners and their organisations implement such activities as pollarding, non-commercial pruning, slashing, clearing the forest biomass, creating control lines and fire breaks, building forest roads and depositing water;
17. dringt er bij de Commissie op aan om in het nieuwe EU-Actieplan voor het duurzame beheer van de bossen het Europees bosbeleid een steviger invulling te geven, met méér aandacht voor de vele functies van de Europese landbouw en wel met een tweeledig doel: het handhaven en scheppen van werkgelegenheid voor de plattelandsbevolking, en het substantieel vergroten van het bosareaal; dringt daarnaast aan op steunmaatregelen voor brandpreventie in de bosbouw om eigenaren en hun organisaties te helpen bij het verrichten van activiteiten als knotten, niet-commercieel snoeien, snijden, ruimen van de bosbiomassa, het aanleggen van controlelijnen en brandgangen, boswegen en het opslaan van water;

13. Confirms that the realisation of preventive silvicultural treatments and the provision and maintenance of fire defence infrastructure in private forests have been affected by the fall of almost 30% in the profitability of forest products, in particular in the south of Europe, and for this reason a Commission plan is needed to help the diversification of the use of wood and increase its consumption, supporting those activities that use forest products as a raw material, which would help to ensure the sustainability of forests;

G. stressing the importance of intact forest ecosystems with a view to preserving biodiversity in accordance with commitments under international agreements; noting that examples of such commitments include the Biodiversity Convention (Rio, 1992) and the goal of halting the decline in the number of species by 2010 (EU meetings in Göteborg, 2001; Johannesburg 2002); observing that, in order to successfully fulfil these commitments, it is of the greatest importance to earmark sufficient areas as nature reserves and to gear silvicultural methods, in conjunction with landscape planning, more fully to biological preconditions.
