Calls on the Council and the Commission to reinvigorate a clear strategic focus on the eradication of poverty and the promotion of social inclusion in the context of the Social Agenda 2008 to 2012; calls for a more explicit commitment in the next cycle of the Open Method of Coordination in the fields of Social Protection and Social Inclusion, to a dynamic and effective Community strategy that would set meaningful targets and lead to the creation of effective instruments and to monitoring focused on fighting poverty, social exclusion and inequality; calls on the Council and the Commission to tackle the problems concerning the various coordination processes (Lisbon Strategy, EU strategy for sustainable development, the Open Method of Coordination in the fields of Social Inclusion and Social Protection) in such a way as to provide for a clear commitment towards the eradication of poverty and the promotion of social inclusion under all of these policies;

VI Social Policy and Social Protection - an Active Society for All The Commission will propose maintaining and adapting the European model of the welfare state by: - monitoring the social challenges that Member States face as regards social protection expenditure; - a complementary Recommendation on the adaptation of social protection systems to changing family structures, notably through the individualisation of rights and contributions on the basis of a comparison of actual gender inequalities in social security; - a Recommendation on the financing of social security setting out common guidelines to promote better adaptation of social security to employment promotion while maintaining solidarity networks and permitting the co-existence of different national systems; - a further Recommendation on long term care insurance for people who become dependent; - a modification to the Directive on equal treatment in occupational social security schemes in line with the Barber judgement, the additional protocol to Article 119 in the Treaty on European Union, and the ECJ post Barber judgements clarifying the application of this Article 119 in the field of occupational social security.

Member States : an action plan The resolution also calls on the Member States to : a) promote a diversified and realistic picture of the skills and potential of women and men in society; b) take action aimed at disseminating this image by implementing measures with a view to : - providing appropriate measures to ensure respect for human dignity and an absence of discrimination on grounds of sex; - implementing and/or encouraging regular information and awareness campaigns to : promote awareness in advertising agencies, the media and the public so that they can identify material in advertising and the media which is discriminatory on grounds of sex; promote in advertising and the media a diversified and realistic picture of the skills and potential of women and men in society; - supporting and/or promoting fora for discussion, consultation, monitoring where appropriate within a framework of voluntary self- regulation - and follow-up with regard to material in advertising and the media which is discriminatory on grounds of sex; - supporting studies and initiatives which increase awareness in advertising agencies and the media so that, in the course of their activities, they give greater priority to equality of opportunity and contribute to a more balanced sharing of responsibilities, in particular in public, political, economic, professional, social and family life; - placing special importance on values connected with equality of opportunity in all its forms and at all levels of education and training, particularly training for professions in advertising and the media; - promoting the balanced participation of women and men in production bodies, administrative bodies and decision-making posts.

cardiovascular disease – heart diseases, stroke and other atherosclerotic vascular diseases - is the largest cause of death of men and women in the European Union, the European Union is experiencing declining rates of mortality from cardiovascular disease but increasing numbers of men and women are living with cardiovascular disease, the majority of cardiovascular disease is preventable, predominantly through lifestyle changes as well as through appropriate use of medicines, strategies to promote cardiovascular health need to address the whole population and those at high risk of or living with cardiovascular disease, population strategies need to address health determinants including lifestyles, risk factors, and social and physical environments to support health, unhealthy lifestyles, particularly tobacco consumption, as well as unhealthy diet and physical inactivity amongst European citizens are risk factors to be addressed in the development of national and European Union policy, heart health promotion and preventive strategies are cost-effective investments with measurable health, social and economic benefits, Member States should consider the development and implementation of guidelines for those at high risk or living with cardiovascular disease, comparable data is needed across the European Union to monitor cardiovascular disease mortality, morbidity and relevant health behaviours and risk factors, evidence-based information on the promotion of cardiovascular health is already very strong, but more research is needed in Europe.
hart- en vaatziekten - hartaandoeningen, beroertes en andere arteriosclerotische vasculaire aandoeningen - vormen de voornaamste doodsoorzaak voor mannen en vrouwen in de Europese Unie; in de Europese Unie daalt de sterfte ten gevolge van hart- en vaatziekten, maar stijgt het aantal mannen en vrouwen die lijden aan deze ziekten; het merendeel van de hart- en vaatziekten is te voorkomen, voornamelijk door verandering van leefstijl en door een adequaat gebruik van geneesmiddelen; strategieën ter bevordering van de gezondheid van hart en bloedvaten moeten zich richten op de hele bevolking en op personen met een hoog risico of op personen met hart- en vaatziekten; bevolkingsstrategieën dienen gericht te zijn op gezondheidsdeterminanten waaronder leefstijlen, risicofactoren en sociale en fysieke omgevingen die de gezondheid juist ondersteunen; ongezonde leefstijlen van de Europese burgers, met name tabaksgebruik, maar ook een ongezond dieet en gebrek aan lichaamsbeweging, zijn risicofactoren waaraan bij de ontwikkeling van nationaal en Europees beleid iets moet worden gedaan; de bevordering van de gezondheid van het hart en preventieve strategieën zijn kostenefficiënte investeringen met meetbare voordelen op gezondheids-, sociaal en economisch gebied; de lidstaten moeten overwegen richtsnoeren voor personen met een hoog risico en personen met hart- en vaatziekten te ontwikkelen en uit te voeren; in de gehele Europese Unie moeten vergelijkbare gegevens beschikbaar zijn om de cardiovasculaire mortaliteit en morbiditeit alsook de relevante gezondheidsgedragingen en risicofactoren te monitoren; er is reeds zeer valide, op wetenschappelijk onderzoek gebaseerde informatie over de bevordering van de cardiovasculaire gezondheid beschikbaar, maar in Europa moet nog meer onderzoek worden verricht.
