TRADUCTIONS EN CONTEXTE

This bill seeks to ensure the activation of all unemployed persons after 6 months on the employment service's books and will also bring in closer collaboration between the employment service and the social services.
Deze wet richt zich op de activering van alle werklozen na zes maanden te zijn ingeschreven bij het arbeidsbureau. De wet zal ook zorgen voor een nauwere samenwerking tussen het arbeidsbureau en de sociale dienst.

This is a result of lower social transfers in line with falling unemployment, wage bill moderation in the public sector and low interest rates, which make debt-servicing cheaper.

– The resolution focuses, in particular, on: (1) the regulatory environment, calling for better implementation of the SME test – in particular, in Member States – and for a reduction in bureaucracy and administrative burdens; (2) improving SMEs’ access to finance through additional funding and instruments within the EIB (such as the RSFF and equity financing) and an enlarged (and independent) CIP; (3) improvements needed to ensure the participation of SMEs in public procurement; (4) simplification and better targeted RDI programmes to promote SMEs’ innovation management capacity, access to RDI services and knowledge-based business services, through, for instance, technology transfer centres and universities; (5) the need for more attention to be paid to skills needed and other social and labour market issues affecting entrepreneurship and SMEs’ capacities to fulfil their employment potential, in particular, managerial skills, digital skills and sustainability skills; (6) action to improve resource efficiency: sectoral SME projects to identify resource efficiency innovation in the value and supply chains; the adoption of an ambitious eco-innovation action plan and more funds for it through the CIP; more cost-effective energy efficiency measures to help SMEs reduce energy bills;

14. Regrets that the bill for a comprehensive anti-discrimination law protecting citizens from discrimination in the fields of employment, access to goods and services, education, public institutions and private life, proposed by the Government of the former Yugoslav Republic of Macedonia on 28 January 2010, does not recognise sexual orientation as a ground of discrimination; points out that such provisions have been included in previous drafts of the legislation seen by the Commission and were mentioned in a report produced by the Ministry of Labour and Social Policy; calls on the government in Skopje to bring the bill into line with the Employment Framework Directive (2000/78/EC) and the proposed directive on implementing the principle of equal treatment between persons irrespective of religion or belief, disability, age or sexual orientation (COM(2008)0426);
14. betreurt dat seksuele geaardheid niet als een reden van discriminatie wordt beschouwd in het op 28 januari 2010 door de regering van de Voormalige Joegoslavische Republiek Macedonië gedane voorstel voor een uitgebreide antidiscriminatiewet die de burger moet beschermen tegen discriminatie op het vlak van tewerkstelling, toegang tot goederen en diensten, onderwijs, overheidsinstellingen en privéleven; merkt op dat bepalingen in deze zin nochtans voorkwamen in vroegere voorstellen voor deze wet die de Commissie onder ogen heeft gekregen en eveneens vermeld werden in een verslag van het Ministerie van Sociale Zaken en Werkgelegenheid; doet een beroep op de regering van de Voormalige Joegoslavische Republiek Macedonië om het wetsvoorstel in overeenstemming te brengen met Richtlijn 2000/78/EG tot instelling van een algemeen kader voor gelijke behandeling in arbeid en beroep en met het voorstel voor een richtlijn van de Raad betreffende de toepassing van het beginsel van gelijke behandeling van personen ongeacht godsdienst of overtuiging, handicap, leeftijd of seksuele geaardheid (COM(2008)0426);

9. Notes the report submitted to Parliament on appropriations carried over automatically from 1997 to 1998 and from 1998 to 1999 for which the cancellation rate was higher than 10 % ; believes that a great deal of the cancellations were due to rules that need tightening (late submission of applications for removal expenses, installation, resettlement and transfer allowances, as well as declarations on mission expenses), problems in the implementation of the new billing system of the Joint Interpreting and Conference Service (JICS), overestimates of costs of various brochures, untimely conclusion of competitions jointly organized with other institutions including Parliament, etc.; asks the Economic and Social Committee to take remedial action for the reduction of cancellations, in cooperation where appropriate with other institutions;

The proposal also has the following aims: - improving the access of all users to the fixed infrastructure of public telephone networks; - ensuring a basic service which should, inter alia, comprise special tariffs for certain social groups, detailed billing, dispute-settlement procedures and the introduction of Europe-wide numbering for free calls.
Het voorstel heeft tevens ten doel - de toegang van alle gebruikers tot de vaste infrastructuur van de openbare-telefoonnetwerken te verbeteren ; - een basisdienst te waarborgen die onder meer speciale tarieven voor bepaalde sociale groepen, een gedetailleerde facturering, procedures voor de geschillenregeling en het opzetten van een paneuropese nummering voor gratis gesprekken moet behelzen.
