Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Notes that, in order to guarantee supply security, the development of RES with variable feed-in will necessitate a flexible balancing of fluctuations and a flexible back-up through an integrated and interconnected European electricity grid that allows cross-border trading, demand response systems, energy storage and flexible power plants; calls on the Commission to assess whether there is a capacity issue in the EU and to determine the amount of firm capacity that can be provided by variable RES in an integrated EU power system, as well as its potential impact on generation adequacy; agrees with Commission’s analysis that the development of reserve capacity mechanisms entails substantial costs and may distort price signals; notes that there is an increasing need for a stable policy framework to provide economic guarantees concerning the availability of these reserves as well as for system and balancing services; rejects the concept of competition for subsidies between energy sources and calls for an energy market design tailored to the Union’s long-term energy and climate policy objectives, which makes it possible to integrate RES technologies into the internal energy market, but acknowledges that state aid has historically been necessary in the development of all energy sources;

Believes that the proposed Strategic Energy Review (SER) should integrate the work of the proposed Energy Supply Observatory (which should not be an independent body) and that it should analyse security of supply on a regular basis; considers that the SER's remit should involve strategic analysis of the problems confronting the EU in the energy sector, including the external aspects; encourages the Commission to use the SER to develop a formula that enables Member States to analyse the trade-offs between different policy options with regard to the environment, security of supply, competitiveness and job creation and that thus helps to minimise risks; welcomes the Commission's effort to undertake a detailed study of the subsidies and costs of all energy sources, including the internalisation of externalities within the SER, applying the life-cycle and well-to-wheel approach; requests the publication of such a study in order to raise public awareness; proposes that a Europe-wide forward study of supply and demand in the medium and long-term be conducted in order to identify investment needs, especially on the production side, and raise the profile of operators; proposes that a cost-benefit analysis should focus on the contribution of each energy source to the EU's three objectives in the energy field, namely security of supply, competitiveness, and environmental sustainability;

While for trend analysis long-term continuous monitoring is indispensable, measurement campaigns are more appropriate for source attribution studies.

Maintains in this connection that, in order to reduce the cost of measures and not to exclude small and medium-sized businesses from the process, environmental indicators based on an assessment of products' simplified lifecycle should be established; stresses the importance of establishing precise and uniform parameters for such a lifecycle analysis; such indicators should be representative and consistent and should reflect the main environmental impact and the most significant environmental aspects of each product range; they should be established (e.g. by product panels) by agreement amongst the various groups concerned with a view to determining the most relevant indicators and establishing methods for measuring those indicators which, however, should be revised periodically and, if necessary, updated; it should be pointed out that LCA methods are still difficult to apply, particularly in terms of use of resources, time and analysis of the results; such difficulties increase significantly where small and medium-sized businesses are concerned and where there are structural differences between the various Member States (for example, differing combinations of energy sources);
