The activities to be part-financed by the ESF in six SPDs concern only 5% (five items) or 7% (SPD for Madrid) of the total allocation to the non-transitional areas; they are the responsibility of the national administration and concern priority 3.

The topics discussed at these seminars included the implementation of the arrangements for evaluation and monitoring and the performance reserve, the implementation of the single computer system to manage the SPDs, management and inspection systems, the procedure for implementing financial corrections, the content of the annual reports, the procedure for taking decisions on major projects, the introduction of global grants, implementation of the territorial aspects of the SPDs and the establishment and implementation of the communications plans.

On the basis of the annual reports and other documents concerning the SPDs, the first annual meetings about these items of assistance were held on 19 and 20 December, comprising an initial plenary session (on the aspects common to the seven SPDs) and seven specific meetings.
Op basis van de jaarverslagen en de overige op de EPD's betrekking hebbende documenten hebben op 19 en 20 december de eerste jaarlijkse ontmoetingen over deze bijstandspakketten plaatsgevonden. Takes note of the undertaking entered into by the Member States to include the objective of the horizontal incorporation of equal opportunities objectives into the Community Support Frameworks (CSFs) and into Single Programming Documents (SPDs), but regrets that this undertaking has been poorly implemented in the programme complements in terms of the concrete measures taken; calls on the Commission, therefore, to take the appropriate steps to improve the situation in this case, in the approval procedures of the underlying CSFs and SPDs;

Two amendments to SPDs were analysed at the end of 2002. The first of these was the Basque Country SPD, which experienced a minor re-allocation of appropriations between funding priorities, to reflect the re-allocation of several infrastructure projects run at local and provincial level to the correct measures. Secondly, the Balearic Islands SPD, where, to improve the management of the assistance, appropriations were transferred from the ESF to the ERDF and alterations made to ERDF appropriations by priority (the budget for the "environment" priority was increased and those for the priorities "competitiveness and employment" and "local and urban development" reduced).
Eind 2002 zijn twee wijzigingen in EPD's bestudeerd: enerzijds de wijziging voor Baskenland, die in feite een geringe herverdeling van de kredieten over de prioriteiten betekent en voortkomt uit de correcte indeling van verscheidene infrastructuurprojecten onder de bevoegdheid van de plaatselijke en provinciale overheden aan de bijbehorende maatregelen; anderzijds de wijziging voor de Balearen, waar ten behoeve van de verbetering van het beheer van de maatregel een overheveling van kredieten van het ESF naar het EFRO heeft plaatsgevonden alsook veranderingen in de EFRO-kredieten per zwaartepunt (verhoging van het krediet voor de prioriteit milieu, verlaging voor de prioriteiten concurrentievermogen en werkgelegenheid, en plaatselijke en stedelijke ontwikkeling).

Ex-ante evaluations of all 95 Objective 2 SPDs were carried out and were submitted to the Commission together with the SPDs or they formed part of the SPDs submitted during 2000.
Alle 95 EPD's voor doelstelling 2 zijn vooraf geëvalueerd. Die evaluaties zijn in 2000 tezamen met de EPD's bij de Europese Commissie ingediend of waren vervat in de EPD's.
