As reserve funds have been set up by means of contributions from the industry, it should be possible for them to be used for the adaptation of vessels to technical and environmental requirements adopted after the entry into force of this Regulation, including their adaptation to the further development of European standards on engine emissions, as well as for the encouragement of engine fuel efficiency, of the use of alternative fuels and of any other measures to improve air quality, and for environmentally-friendly vessels, including river-adapted vessels.

Regrets the less-than-effective energy efficiency projects supported by the EU Structural Funds (2007 to 2013) as criticised by the Court of Auditors’ report; calls on the Commission to promptly implement the corresponding improvements with special emphasis on justification, monitoring, and shortening the payback period of projects funded; calls for improved guidelines and more intensive Commission monitoring with a view to making better use of the Structural Funds and EFSI in combination with private investments for viable energy efficiency projects, notably in buildings; considers that Structural Funds’ and EFSI funding of energy efficiency projects should target those consumers more sensitive to energy costs, such as industry at risk of carbon leakage, SMEs and households at risk of energy poverty; considers it an absolute priority to develop financing instruments, tools and innovative models to mobilise public funds and leverage private finance at local, national, regional and European level in order to support investments in key energy efficiency sectors such as the renovation of buildings, paying special attention to vulnerable groups and also due attention to the specificities of long-term investments.

Considers that creative people, products and services, as part of the cultural diversity of the EU, should form the basis of a strong single European market and well-developed regions, as well as of local economies where they can contribute to the creation of new economic activities and new jobs; calls for better use of the cultural and creative industries in attracting new investment and varied talent to Europe; stresses that entrepreneurs in the CCS do not have easy access to funding; calls on the Member States to adopt adequate social and fiscal measures to support the creative economy and to support new business models for cultural and creative industries adapted to the European market, which would enable the mobility of artists and people working in the cultural and creative industries, as well helping them overcome obstacles related to different tax or social systems and language barriers, and to promote better understanding among countries and cultures;

35. Considers that an adequate financial framework on response to disasters should be provided and would be better articulated via the Solidarity Fund, the Rural Development Policy, the Regional Policy, the Seventh Framework Programme, state aids, the Forest Focus programme and the Life+ programmes; calls for special funds, outside the CAP, to be partially used for private prevention measures, such as measures for the adaptation of forests to climate change and corresponding research activities, reforestation, protection of wetlands and associated ecosystems, monitoring erosion and sedimentation in water courses, alternative uses for recovering high risk land; further calls for prevention and intervention and public information to be appropriately included in the next financial perspective;
35. is van mening dat er voor een gepast financieel kader moet worden gezorgd om op rampen te kunnen reageren, en dat dit beter kan worden gevoed via het Solidariteitsfonds, het plattelandsontwikkelingsbeleid, het regionaal beleid, het zevende kaderprogramma, overheidssteun, het Forest Focus-programma en de Life+-programma's; wenst dat speciale middelen van buiten het GLB gedeeltelijk worden gebruikt voor particuliere preventiemaatregelen zoals maatregelen ter aanpassing van de bossen aan de klimaatverandering en daarmee samenhangende onderzoeksactiviteiten, herbebossing, bescherming van moeraslanden en aanverwante ecosystemen, monitoring van erosie en sedimentvorming in waterlopen en alternatieve gebruiksvormen voor het herstel van land met een hoog risico; wenst voorts dat preventie, interventie en informatieverstrekking aan de bevolking een gepaste plaats krijgen in de volgende financiële vooruitzichten;

Member States should ensure that the effective use of cohesion and structural funds strengthened by the concept of "smart specialization" will contribute to growth and job creation by improving industrial competitiveness (2013).
De lidstaten zouden moeten waarborgen dat het doeltreffende gebruik van de cohesie- en structuurfondsen, versterkt door het concept van "slimme specialisatie", bijdraagt tot het scheppen van groei en werkgelegenheid door de concurrentiekracht van de industrie te vergroten (2013).

7. Strongly regrets that, despite the promises of special funds for technology transfer, adaptation, and capacity building in the developing countries, the only actual cash fund by which the North will assist the South during the first budget period (2008 to 2012) is both embarrassingly small (€ 450 million per year) and strictly voluntary;
7. betreurt ten zeerste dat ondanks de beloften over speciale middelen voor de overdracht, aanpassing en de opbouw van capaciteiten voor technologie in de ontwikkelingslanden het enige echte financiële fonds waarmee het Noorden het Zuiden tijdens de eerste begrotingsperiode (2008-2012) zal bijstaan beschamend klein (450 miljoen euro per jaar) en volstrekt vrijwillig is;

It covers the coastal area, which is facing special difficulties due to the decline of the fishing industry and is therefore eligible under Objective 2 of the Structural Funds, and the Westhoek, a former Objective 5(b) area now eligible for transitional support.
Voor dit programma is een financiële bijdrage van de Europese Unie uitgetrokken van 33 miljoen EUR (EFRO 30,5 miljoen EUR en ESF 2,5 miljoen EUR).
