The problem concerns one section of the project to link Almeria and Seville, which is due to cut across one of the most important areas for steppic birds in Andalusia, currently designated as Special Protection Area, and will cause significant deterioration of the habitat.
Het probleem betreft één onderdeel van het project, namelijk de verbinding tussen Almeria en Sevilla, die dwars door een van de belangrijkste (momenteel als speciale beschermingszone aangewezen) gebieden voor steppevogels in Andalusië heen zal lopen en die de habitat op significante wijze zal aantasten.

23. Suggests that, given the quality of the EIB’s human resources, its detachment and its experience of financing major infrastructure, the Commission should give it the task of carrying out a strategic reflection on the funding of infrastructure, taking into account the need for balanced regional development and excluding no possible scenarios: subsidies, payment of sums subscribed by the Member States to the EIB’s capital, loans (including EIB loans, for example those financed by special loans from the Member States), innovative instruments such as the RSFF and the LGTT, financial engineering appropriate to long-term projects that are not immediately profitable, development of guarantee systems, creation of an investment section within the European Union budget, financial consortia between European, national and local authorities, public-private partnerships etc.;
23. pleit ervoor dat de Commissie de EIB, gezien de kwaliteit van haar personele middelen, haar onpartijdige karakter en haar ervaring met de financiering van grote infrastructuurprojecten, opdraagt strategisch overleg te voeren over de financiering van infrastructuurvoorzieningen, waarbij rekening dient te worden gehouden met de noodzaak tot evenwichtige regionale ontwikkeling en waarbij geen enkel mogelijk scenario mag worden uitgesloten, namelijk subsidieverlening, storting van de bedragen waarvoor de lidstaten op het door de EIB geplaatste kapitaal hebben ingeschreven, leningen (waaronder EIB-leningen, die bijvoorbeeld zijn gefinancierd met behulp van speciale leningen van de lidstaten), innovatieve instrumenten zoals de RSFF en het LGTT, financiële instrumentering die is toegesneden op langetermijnprojecten welke niet direct renderen, ontwikkeling van garantiesystemen, inrichting van een investeringscomponent binnen de begroting van de Europese Unie, instelling van financiële consortia tussen Europese, nationale en lokale instanties, publiek-private partnerschappen, enz.);

Projects and programmes under development cooperation will place emphasis on the health, education, human resource development, specially for women, population welfare, environment and rural development sectors and will be specifically targeted towards the poorer and disadvantaged section of the population.
Projecten en programma’s in het kader van ontwikkelingssamenwerking zijn met name gericht op gezondheidszorg, onderwijs, ontwikkeling van menselijke hulpbronnen, in het bijzonder voor vrouwen, welzijn van de bevolking, milieu, en plattelandsontwikkeling, en is in het bijzonder gericht op de arme en achtergestelde bevolkingsgroepen.

22. Believes that a special section on research into people with disabilities must be retained in the Sixth Framework Programme for research and technological development, which should include in particular research into information technologies and initiatives to improve the quality of life; stresses that the criteria for the acceptance of scientific projects must exclude projects which have an exclusively economic and commercial impact and must scrupulously respect basic ethical standards;
22. is van mening dat ook het zesde OTO-kaderprogramma een specifiek onderdeel moet bevatten dat gewijd is aan onderzoek op het gebied van handicaps, waarin met name worden opgenomen, onderzoek op het gebied van informatietechnologie en acties met het oog op de verbetering van de kwaliteit van het bestaan; benadrukt dat de subsidiabiliteitscriteria onderzoeksvoorstellen die alleen een economische en commerciële impact hebben moeten uitsluiten en strikt de hand moeten houden aan de fundamentele ethische normen;
