Calls for concerted EU action to address the problem of land-grabbing through the promotion of adequate safeguards to prevent it in the countries concerned and among EU and other European companies present in those countries; notes that the denial of access to land and natural resources to the rural and urban poor is one of the key causes of hunger and poverty in the world, thereby having an impact on the local communities’ enjoyment of their human rights, and particularly on their right to adequate food; calls for an assessment of the impact of EU trade policy on land-grabbing; welcomes the EU’s involvement in the development of the global Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security, adopted under the aegis of the UN, and calls for their implementation and for the adoption of binding guidelines for preventing land-grabbing; emphasises, nevertheless, the urgent need to mainstream human rights and poverty reduction considerations in decision-making regarding the acquisition or long-term lease of large areas of land by investors; considers the EU’s response to this issue to be an important test of its commitment to moving toward a rights-based approach in its development cooperation policy, as envisioned in the Lisbon Treaty and through which the EU's development policy would further contribute to the sustainable economic, social and environmental development of developing countries, with the primary aim of eradicating poverty in the world; calls for the EU to commit, in line with the recommendations of the UN Special Rapporteur on the right to food, to a fundamental shift towards agro-ecology as a means of guaranteeing the right to food;

Fears that growing demand for biomass exacerbates food insecurity in developing countries through diversion of crops and lands away from food production, deprivation of land-use rights and impoverishment as a result of land-grabs and exacerbation of food price volatility; points out that the demand for biofuels is already one of the drivers for land acquisitions in developing countries, in particular in Sub-Saharan Africa; recalls that, due to these land acquisitions, indigenous people lose their access to land, and thereby their access to food and water; also underlines that, while MDGs set a target of cutting by half the number of people without safe access to water by 2015, water-consuming bio-economy activities can aggravate water stress in developing countries and thereby contribute to widespread food scarcity; urges the EU to follow the recommendation of the UN Special Rapporteur on the Right to Food on agro-ecology in order to achieve food security, while addressing climate change;

26. Welcomes the joint initiative launched by the UN Special Rapporteur on the right to food, Olivier De Schutter, and the UN Special Rapporteur on extreme poverty and human rights, Magdalena Sepúlveda Carmona, to strengthen social protection systems in developing countries through a Global Fund for Social Protection, by means of which international solidarity can be transposed to benefit the least developed countries; asks the Commission to provide support for these programmes;
26. is verheugd over het gezamenlijke initiatief dat de speciale rapporteur van de VN voor het recht op voedsel, Olivier De Schutter, en de speciale rapporteur van de VN voor extreme armoede en mensenrechten, Magdalena Sepúlveda Carmona, gelanceerd hebben om socialebeschermingsstelsels in ontwikkelingslanden door middel van een "Een mondiaal fonds voor sociale bescherming" te versterken, waardoor de internationale solidariteit omgezet kan worden ten gunste van de minst ontwikkelde landen; vraagt de Commissie om ondersteuning te bieden aan deze programma's;
