M. whereas the Commission is empowered to adopt delegated acts, in accordance with Article 29 of the IAS Regulation, to further specify the type of evidence acceptable for the purposes of point (b) of Article 4(3) of that regulation and provide a detailed description of the application of points (a) to (h) of Article 5(1) thereof, and whereas the detailed description must include the methodology to be applied in risk assessments, taking into account relevant national and international standards and the need to prioritise action against invasive alien species associated with, or that have the potential to cause, a significant adverse impact on biodiversity or related ecosystem services, as well as on human health or the economy, such adverse impact being considered as an aggravating factor;

1. Member States shall, within 18 months of the adoption of the Union list carry out a comprehensive analysis of the pathways of unintentional introduction and spread of invasive alien species of Union concern at least in their territory, as well as in their marine waters as defined in point (1) of Article 3 of Directive 2008/56/EC, and identify the pathways which require priority action ('priority pathways') because of the volume of species or of the potential damage caused by the species entering the Union through those pathways.

Member States may also establish a permit system allowing specialised establishments that carry out commercial cultivation of plant species or commercial breeding of animals covered by Council Directive 98/58/EC to perform such activities on invasive alien species of Union concern, provided those species have a high economic, social or environmental value and without prejudice to point (b) of Article 22 of Directive 92/43/EEC and Article 11 of Directive 2009/147EC.

Emphasises the usefulness of making available charts of the spatial distribution of fishing fleets, fishing effort and catch composition and volume, as this would enable potential users to access information on areas with more intensive fishing activity and on species fished and catch volumes in specific areas, among other information; points in particular, within the overall volume of fishing data which should be included in this type of plotting, to certain information relating to type of fleet (e.g. nationality, port, age, length and tonnage, power, crew), fishing effort (e.g. number of sailings or fishing days, number and features of fishing gear), catches (e.g. target species, secondary species, discards, weight, value); also points out that the availability of VMS data would make it possible to identify the spatial distribution of fleets and that the spatial distribution of catches could be calculated by correlating this information with data from fishing logbooks;

For each region, sub-region or subdivision, taking into account the different species and communities (e.g. for phytoplankton and zooplankton) contained in the indicative list in Table 1 of Annex III to Directive 2008/56/EC, it is necessary to draw up a set of relevant species and functional groups, having regard to point 2 of Part A. The three criteria for the assessment of any species are species distribution, population size and population condition.
