Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. Council Regulation (EC) No 1257/1999 of 17 May 1999 on support for rural development from the European Agricultural Guidance and Guarantee Fund (EAGGF) and amending and repealing certain Regulations and Council Regulation (EC) No 1698/2005 of 20 September 2005 on support for rural development by the European Agricultural Fund for Rural Development (EAFRD) have introduced specific State aid rules for certain rural development measures receiving Member State support without any Community financing.

This Regulation lays down detailed rules for the application of Regulation (EC) No 1698/2005 as regards principles and general rules for rural development support, specific and common provisions for rural development measures, and eligibility and administrative provisions.

These activities will be carried out by means of research, technological development and demonstration projects of a limited scale, actions to coordinate national efforts and, where necessary, specific support measures.

(48) Whereas rural development measures not covered by Objective 1 or Objective 2 programming should be subject to rural development programming pursuant to specific rules; whereas rates of assistance for such measures should be differentiated according to the general principles laid down in Article 29(1) of Regulation (EC) No 1260/1999 taking sufficiently into account the requirement of social and economic cohesion; whereas, as a result, those assistance rates should, in principle, be differentiated as between areas covered by Objective 1 and Objective 2 and other areas; whereas the rates laid down in this Regulation are the maximum rates of Community assistance;
(48) Overwegende dat de maatregelen voor plattelandsontwikkeling die niet onder de programmering voor doelstelling 1 of doelstelling 2 vallen, het voorwerp dienen te zijn van een programmering van de plattelandsontwikkeling volgens specifieke voorschriften; dat de bijstandspercentages voor deze maatregelen moeten worden gedifferentieerd volgens de algemene beginselen die zijn vastgesteld bij artikel 28, lid 1, van Verordening (EG) nr. 1260/1999, waarbij in voldoende mate rekening moet worden gehouden met de noodzaak van sociale en economische cohesie, en dat bijgevolg voor de bijstandspercentages in beginsel onderscheid moet worden gemaakt tussen enerzijds de onder doelstelling 1 of doelstelling 2 vallende gebieden, en anderzijds de overige gebieden; dat de bij deze verordening vastgestelde percentages maxima voor de communautaire bijstandsverlening zijn;
