In order to permit adaptation to the technical and scientific progress of Directive 98/70/EC, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of the addition of estimated typical and default values for biofuel pathways and the adaptation of the permitted analytical methods, relating to the fuel specifications, and of the vapour pressure waiver permitted for petrol containing bioethanol, as well as the establishment of greenhouse gas emission default values, as regards renewable liquid and gaseous transport fuels of non-biological origin and carbon capture and utilisation for transport purposes.
Om Richtlijn 98/70/EG te kunnen aanpassen aan de technische en wetenschappelijke vooruitgang, moet aan de Commissie de bevoegdheid worden overgedragen om overeenkomstig artikel 290 VWEU handelingen vast te stellen ten aanzien van de toevoeging van de geraamde typische en standaardwaarden inzake de productieketens voor biobrandstoffen en de aanpassing van de analysemethoden die zijn toegestaan met betrekking tot de brandstofspecificaties en van de afwijking van de dampspanning die is toegestaan voor benzine waarin bio-ethanol is bijgemengd, alsmede de vaststelling van standaardwaarden voor broeikasgasemissies met betrekking tot hernieuwbare vloeibare of gasvormige brandstoffen van niet-biologische oorsprong en afvang en benutting van koolstof voor vervoersdoeleinden.

(18) In order to permit adaptation to technical and scientific progress of Directive 98/70/EC, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of the mechanism to monitor and reduce greenhouse gas emissions, the methodological principles and values necessary for assessing whether sustainability criteria have been fulfilled in relation to biofuels, criteria and geographic ranges for determining highly diverse grassland, the methodology for the calculation and reporting of lifecycle greenhouse gas emissions, the methodology for the calculation of indirect land-use change emissions, the permitted level related to the metallic additives content in fuels, the permitted analytical methods related to the fuel specifications and the vapour pressure waiver permitted for petrol containing bioethanol.

In particular, the Commission should be empowered to adopt implementing measures concerning the mechanism to monitor and reduce greenhouse gas emissions, to adapt the methodological principles and values necessary for assessing whether sustainability criteria have been fulfilled in relation to biofuels, to establish criteria and geographic ranges for highly biodiverse grassland, to revise the limit for the MMT content of fuel and to adapt to technical and scientific progress the methodology for the calculation of lifecycle greenhouse gas emissions, the permitted analytical methods related to the fuel specifications and the vapour pressure waiver permitted for petrol containing bioethanol.

By way of derogation from Annex III, a Member State may take measures to ensure that in the whole of its territory or in specific areas, where these are subject to extremely cold average winter temperatures, a higher vapour pressure be permitted than that specified as the maximum for the summer period as set out in footnote 5 of Annex III and footnote 4 of Annex V.

In afwijking van bijlage III kunnen de lidstaten maatregelen nemen om voor te schrijven dat op hun hele grondgebied of een specifiek deel daarvan, wanneer zich daar extreem koude gemiddelde wintertemperaturen voordoen, een hogere dampspanning is toegestaan dan gespecificeerd als de maximale dampspanning gedurende de zomerperiode overeenkomstig voetnoot 5 van bijlage III en voetnoot 4 van bijlage V".
