Financed from the European Development Fund, STABEX seeks to limit the adverse effects of losses of the revenue that the ACP countries derive from exports of certain agricultural products to the European Union by providing for compensatory financial transfers.

3. System for calculating and administering Stabex transfer entitlements Although the new procedure, whereby Stabex transfers are assessed primarily on the basis of the Community's import statistics, has led to a considerable improvement in the way the Stabex system operates(4.3), it has become apparent that there are shortcomings in the mechanism for calculating transfer entitlements (4.4 to 4.6, 4.8, 11.8).
3.
