Gelet op de voorzienbare behoeften verzoekt de Europese Raad de Commissie zo spoedig mogelijk met voorstellen te komen voor bijkomende mankracht en financiële middelen voor bijstand aan en terugkeer van de vluchtelingen. Een en ander kan, zo nodig, mede behelzen dat de bestaande reserve van 196 miljoen euro op de lopende begroting van de Europese Gemeenschappen wordt aangesproken, dat middelen uit andere begrotingslijnen worden overgeschreven, of dat een ontwerp van aanvullende begroting 1999 wordt ingediend.
