H. whereas statistical offices should not only be statutorily independent, but should also have mechanisms and ‘firewalls’ in place to ensure that statistical offices are separated from the political process and thus avoid systemic failures; at the same time, however, it is to be emphasised that the State is responsible for the correctness and authenticity of statistical data;

The Council is AWARE that modernisation and upgrading of statistical production processes moving progressively towards more integrated systems and further reliance on external data may require significant efforts and CALLS UPON Member States to establish – when this is not already the case - appropriate working arrangements between statistical authorities and other public administrations and to address the challenges linked to data protection and confidentiality, governance, and coordination issues within and between Member States.
De Raad BESEFT dat het moderniseren en upgraden van procedures voor de productie van statistieken, die geleidelijk zullen evolueren naar meer geïntegreerde systemen en een toenemend gebruik van externe gegevens, aanzienlijke inspanningen kan vergen, en VERZOEKT de lidstaten die dit nog niet hebben gedaan, passende regelingen op te stellen voor de samenwerking tussen statistische instanties en andere overheidsdiensten, en de problemen op gebied van gegevens­bescherming en vertrouwelijkheid, governance en coördinatie binnen en tussen de lidstaten aan te pakken.

The Council INVITES the Commission to continue cooperating with the Greek authorities, taking into account their initiatives, with a view to supporting efforts to resolve the statistical problems and improve collection and processing of government statistics in order to restore confidence in Greek statistics, as well as to propose appropriate measures that will bring the Greek statistical system on the whole in line with the EU requirements and to develop, by February 2010, an action plan to tackle statistical, institutional and governance deficiencies.

These include: - discussions with its two consultative groups (the Payments Systems Technical Development Group and the Payment Systems Users Liaison Group) on the ways in which the payment systems can best be prepared for the introduction of the Ecu - rapid progress, in the framework of an existing Task Force of government experts, on harmonising procedures for reporting cross- border credit transfers for the purposes of compiling balance of payments statistics (the Commission wants transactions below 10,000 Ecus exempted) - continuing discussions with Member State legal experts, central bank representatives and the EMI on harmonising the legal framework for cross-border payments, in particular settlement finality for credit transfers (a Directive on settlement finality could be proposed in 1995) - maintaining contact with interested parties on the establishment of linkages between automatic clearing houses (ACHs, which process payments transfers at the national level) to assess how best to contribute to progress in this area - consulting with the Commission's two consultative groups on the results of an independent study to be completed in June 1995 on the information given to customers when using payment cards for cross-border payments (so-called face-to-face payments), and assessing the appropriate follow-up measures - launching a study on the regulatory implications for the EU of the use of pre-paid payment cards, particularly as regards the stability of the banking system, consumer protection and the promotion of interoperable cross-border banking services.

In order to set up a system of statistics on tourism at Community level, the Member States undertake in this Directive to carry out the collection, compilation, processing and transmission of harmonized Community statistical information on tourism, supply and demand.
Met het oog op de instelling van een communautair statistisch systeem op het gebied van toerisme, verbinden de Lid-Staten zich er bij deze richtlijn toe in te staan voor de verzameling, classificatie, verwerking en verstrekking van geharmoniseerde communautaire statistische gegevens inzake vraag en aanbod in de sector toerisme.

Het betreft met name de volgende maatregelen: - met de twee adviesgroepen (Groep Technische Ontwikkeling van Betalingssystemen en Contactgroep Gebruikers van Betalingssystemen) dient te worden onderzocht hoe de betalingssystemen goed kunnen worden voorbereid op de invoering van de ecu. Deze besprekingen zijn gaande; - in het kader van de Task force van regeringsdeskundigen moet worden gewerkt aan de harmonisatie van de procedures voor de aangifte van grensoverschrijdende betalingen op afstand met het oog op de opstelling van betalingsbalansstatistieken (de Commissie zou transacties onder 10.000 ecu willen vrijstellen). Tot op heden is nog geen voortgang gemaakt, maar de besprekingen worden voortgezet; - de besprekingen met de juridische deskundigen van de Lid-Staten, de vertegenwoordigers van de centrale banken en het EMI dienen te worden voortgezet met het oog op de harmonisatie van het juridisch kader van grensoverschrijdende betalingen, met name de onherroepelijkheid van de afwikkeling voor overschrijvingen (een richtlijn betreffende de onherroepelijkheid van de afwikkeling zou in 1996 kunnen worden voorgesteld); - met de betrokken partijen dienen contacten te worden onderhouden met het oog op de koppeling van de geautomatiseerde clearing houses (de ACH's, die de overschrijvingen op nationaal niveau behandelen) om na te gaan welke bijdrage kan worden geleverd tot de voortgang op dit gebied. De Commissie hoopt dat de mededeling betreffende de beginselen waardoor de Commissie zich denkt te laten leiden voor de toepassing van de mededingingsregels van het Verdrag op overschrijvingen tussen de Lid-Staten, bevorderlijk zal zijn voor deze koppeling; - de twee adviesgroepen van de Commissie moeten worden geraadpleegd over de resultaten van twee onafhankelijke studies en er dient te worden beoordeeld welke maatregelen naar aanleiding van deze studies dienen te worden genomen.
