Tangun Trading Corporation was designated by the Sanctions Committee in July 2009 and is primarily responsible for the procurement of commodities and technologies to support DPRK's defence research and development programmes, including, but not limited to, weapons of mass destruction and delivery system programmes and procurement, including materials that are controlled or prohibited under relevant multilateral control regimes.

The guidelines apply to aid to protect the environment in all sectors governed by the EC Treaty, including those subject to specific Community rules on state aid (steel processing, shipbuilding, motor vehicles, synthetic fibres, transport and fisheries), but excluding state aid for research and development, training aid and the area covered by the guidelines for state aid in the agricultural sector.

(2) The "Coal and Steel Research Fund" is to be managed by the Commission in accordance with principles similar to those governing the present ECSC coal and steel technical research programmes and on the basis of multiannual technical guidelines which should constitute an ideal extension of those ECSC programmes, providing a high concentration of research activities and ensuring that they supplement those of the Community framework programme for research and technological development,

As a continuation of the ECSC Coal and Steel Research and Technical Development (RTD) Programmes and with an eye to sustainable development, a European Coal and Steel RTD Programme (hereinafter "the programme") is established.
In het verlengde van de programma's voor onderzoek en technische ontwikkeling (OTO) op het gebied van kolen en staal van de EGKS en in het kader van een duurzame ontwikkeling wordt een Europees programma voor OTO op het gebied van kolen en staal (hierna "het programma") ingesteld.

The TMP shall be approved by the responsible funding agency or other relevant agencies involved in financing the technology, taking account of the opinion of the Steering Committee, before the conclusion of the corresponding specific research and development cooperation contracts of research institutes.

(58) Pursuant to Article 2 of the Steel Aid Code, aid granted to defray expenditure by steel undertakings on research and development projects may be deemed compatible with the common market if it is in compliance with the rules laid down in the Community framework for State aid for research and development(6) (hereinafter "the R D framework").

8. INVITES the Commission to incorporate into its Energy Policy those provisions of the ECSC Treaty which have proved their value, notably the support for coal and steel research - even beyond the expiry of the ECSC Treaty - since this research contributes to the objectives assigned to energy policy in the White Paper (see Memorandum of the Consultative Committee on matters linked to the expiry of the ECSC Treaty in 2002 (1)).
8. 3. The Commission and the Scientific Committee shall seek to develop cooperative working relationships, as appropriate, with inter-governmental and non-governmental organizations which could contribute to their work, including the Scientific Committee on Antarctic Research, the Scientific Committee on Oceanic Research and the International Whaling Commission.
