Takes the view that tangible proposals should be produced with regard to improving the management and control of Community spending and, indeed, for some aspects, a degree of harmonisation, and proposes that, during the forthcoming budgetary procedure, Parliament should give the Commission the resources needed to undertake a study;

We also note the Communications of 1996 and April 2001 on linking relief, rehabilitation and development, as well as the Communication on Cooperation with ACP countries in Armed Conflicts of 28 May 1999, which includes proposals to enhance the control of Community Funds.

The report recommends that efforts are still necessary at the national level, especially in the following areas: - refining surveillance systems in order to ensure effective application of money laundering legislation to all financial institutions covered by the Directive (including bureaux de change, which are not covered by prudential controls) and undertakings outside the financial system such as casinos, traders in high value goods and law firms) - guiding, supporting and surveying credit and financial institutions in establishing appropriate internal control and communication procedures and in setting up training programmes - guidance in defining patterns of money laundering methods and suspicious operations - reinforcing cooperation between different authorities and bodies with responsibilities in the field of money laundering.
