Ports play an important role in the EU economy in terms of jobs, providing an estimated 3 million direct (port and port-related industries) and indirect (logistics/supply chain) jobs in a broad range of sectors among the 22 member countries with coasts.
Havens spelen een belangrijke rol in de economie van de EU in termen van werkgelegenheid. Ze bieden naar schatting 3 miljoen mensen directe (haven- en havengerelateerde industrie) en indirecte (logistiek/toeleveringsketen) werkgelegenheid in diverse sectoren van de 22 lidstaten die over een kust beschikken.

Member States shall prohibit the entry into their ports of any vessel if they have information that provides reasonable grounds to believe that the vessel is owned or controlled, directly or indirectly, by a person or entity listed in Annex I, II, III or V, or contains cargo whose supply, sale, transfer or export is prohibited by UNSCR 1718 (2006), 1874 (2009), 2087 (2013), 2094 (2013) or 2270 (2016) or by this Decision’.

(b) 'port of call' means the port where a ship stops to load or unload cargo or to embark or disembark passengers, excluding stops for the sole purpose of refuelling, obtaining fresh supplies and/or relieving the crew.

2. Port operators or the competent authority governing the port shall ensure that ports include equipment necessary to ensure the environmental performance of ships in ports, in particular electricity supply facilities as well as reception facilities for ship generated waste and cargo residues in accordance with Directive 2000/59/EC of the European Parliament and of the Council of 27 November 2000 on port reception facilities for ship-generated waste and cargo residues and with Directive 2012/./EU on the sulphur content of marine fuels, and electricity supply facilities.
2. 16. Reiterates its call on the Member States and the Commission, in view of the air pollution affecting many port towns and regions, to provide significantly better incentives for the provision of land-based electricity for ships in port; calls, therefore, for a proposal for an amendment to Council Directive 2003/96/EC of 27 October 2003 restructuring the Community framework for the taxation of energy products and electricity, whereby those Member States which take advantage of the tax exemption on bunker oil pursuant to Article 14 of that Directive would be required to exempt land-based electricity from tax to the same extent; the equal treatment for tax purposes of electricity and bunker oil would be a major incentive for ports and ship-owners to help reduce air pollution in port towns by investing in the electricity supply for ships in port;
16. herhaalt zijn beroep op de lidstaten en de Commissie om met het oog op de luchtvervuiling in veel havensteden en regio's, aanzienlijk betere stimulansen te bieden voor de levering van walstroom aan schepen in de haven; vraagt derhalve om een voorstel tot wijziging van Richtlijn 2003/96/EG van de Raad van 27 oktober 2003 tot herstructurering van de communautaire regeling voor de belasting van energieproducten en elektriciteit, waarbij die lidstaten die ingevolge artikel 14 van die richtlijn profiteren van de belastingvrijstelling van bunkerolie, worden verplicht om walstroom in dezelfde mate vrij te stellen van belasting; de gelijke fiscale behandeling van walstroom en bunkerolie zou voor havens en scheepseigenaars een belangrijke prikkel kunnen vormen om bij te dragen aan de vermindering van de luchtvervuiling in havensteden door te investeren in de stroomvoorziening voor schepen in de haven;

17. Already in the framework of the International Maritime Organization in the period running from 2005 and 2007 the US tried to favour new provisions in the "Facilitation Convention" and in the "International Ship and Port Facility Security Code" in order to put new security responsibilities on ship and port facility operators when containerised cargo was to be delivered to them from the inland supply chain whereas those operators had no possibilities to control what happens in the said supply chain.
