(9) It may be desirable for the beneficiary State, in conformity with its specific constitutional, institutional, legal or financial context, to associate the regional or local authorities with the conclusion and the application of the implementation arrangements, the beneficiary State remaining in all cases responsible for the implementation of the assistance and for the management and control of the operations supported by Community financing.

C. THE COUNCIL notes that the Community on the basis of the Commission's initiatives will contribute to the above objectives and priorities in particular through : 1. the taking of all necessary steps to ensure, at such time as the criteria laid down by the European Union have been substantially fulfilled, the prompt signature of the Interim Agreement and early ratification of the Partnership and Cooperation Agreement signed at Corfu on 24 June 1994; 2. the pursuit of its dialogue with the Russian Federation concerning its application for membership of international organizations, including the current application to WTO; 3. implemention of programmes in support of the democratic process and establishment of human rights in the Russian Federation, on the basis of among others the EU's Democracy Programme and in cooperation with the relevant programmes of the Member States; and support other forms of cooperation at various levels between Russian and European opinion- leaders, parliamentarians and representatives of governmental and non- governmental organizations, both at the centre and in the regions; 4. continuing to refine and develop its technical assistance programmes, while working towards more effective coordination between donor organisations implementing programmes with the Russian Federation, and in particular to ensure that the new TACIS regulation is adopted in due time, before the end of 1995; 5. working with the Russian Federation to promote European cooperation aimed at ensuring the rational and equitable exploitation of energy resources, within the framework of the European Energy Charter; 6. reconsidering the question of the Russian Federation's eventual access to certain of the European Union's financial instruments, particularly in the context of the Trans-European Networks; 7. continuing to provide humanitarian assistance where necessary; 8. continuing to cooperate with the Russian Federation in the fields of education and training, enviro ...
C. DE RAAD neemt akte van het voornemen van de Gemeenschap om op basis van de initiatieven van de Commissie een bijdrage te leveren aan de bovengenoemde doelstellingen en prioriteiten door met name: 1. de nodige stappen te zetten om, zodra de door de Europese Unie gestelde voorwaarden in belangrijke mate zijn vervuld, te zorgen voor de onmiddellijke ondertekening van de Interimovereenkomst en de vroegtijdigeratificatievand op 24 juni 1994 te Korfoe ondertekendePartnerschaps- en Samenwerkingsovereenkomst; 2. de dialoog met de Russische Federatie voort te zetten met het oog op de kandidatuur van deze laatste voor het lidmaatschap van organisaties als de WTO en de OESO; 3. programma s ten uitvoer te leggen ter ondersteuning van het democratiseringsproces en de eerbiediging van de mensenrechten in de Russische Federatie, op basis van onder meer het Phare-programma van de EU ter ondersteuning van de democratie en in samenwerking met de relevante programma s van de Lid-Staten; alsmede door andere vormen van samenwerking op verschillende niveaus tussen Russische en Europese opiniemakers, parlementsleden en vertegenwoordigers van overheids- en andere organisaties te stimuleren, zowel op centraal niveau als in de regio s; 4. de programma s voor technische bijstand verder te verbeteren en te ontwikkelen, te streven naar een efficiëntere coördinatie van de door donororganisaties in de Russische Federatie uitgevoerde programma s en, met name, door de nieuwe Tacis-verordening voor eind 1995 goed te keuren; 5. samen te werken met de Russische Federatie ter bevordering van de Europese samenwerking voor een rationeel en rechtvaardig gebruik van energiebronnen, overeenkomstig het Europese Energiehandvest; 6. de kwestie van de eventuele toegang van de Russische Federatie tot bepaalde financiële instrumenten van de Europese Unie opnieuw in overweging te nemen, met name in verband met de transeuropese netwerken; 7. humanitaire hulp te blijven verlenen, voor zover noodzakelijk; ...

9. The Council also invites the Commission: (a) to continue, together with the other providers of funds, its discussions on improving the effectiveness and conditionality of reform programmes put into effect under the auspices of the Bretton Woods institutions, so that it will be possible, whilst complying with the requirements of financial stabilization and the principle of payment in instalments: - to emphasize measurable medium- and long-term objectives, and the economic and institutional results obtained by implementing the approved programmes; - to give better support to countries showing genuine commitment to reform; - to ensure increased participation by national partners in beneficiary countries in the definition and content of the programmes, including, if necessary, by supporting the strengthening of national capabilities; - to concentrate efforts on a significant set of basic reforms; (b) with regard to the ACP States, to give technical assistance to the countries concerned which have integration projects so that they can move towards greater exchange rate stability and more convertibility, and to foster coordination in the area of macro-economic reforms implemented by eligible countries; (c) with regard to the South and East Mediterranean countries, to situate adjustment support programmes in the context of the creation of a free trade area with the European Union (d) with regard to the countries of Latin America and Asia, the Community could continue to undertake development activities aimed at mitigating the social costs of structural adjustment, whilst complying with the regulations applicable.
9. De Raad verzoekt de Commissie tevens : a) zich samen met de andere geldschieters te blijven beraden over middelen om de conditionaliteit van de onder auspiciën van de Bretton Woods-instellingen doorgevoerde hervormingsprogramma's in die zin doeltreffender te maken dat de vereisten inzake de financiële stabilisatie en het beginsel van de storting per tranches in acht worden genomen, maar tegelijk het volgende mogelijk is : - het accent leggen op meetbare doelstellingen op middellange en lange termijn en op de economische en institutionele resultaten bij de uitvoering van de erkende programma's, - beter landen steunen die duidelijk reële hervormingen willen doorvoeren, - de nationale partners van de begunstigde landen meer laten deelnemen aan het bepalen van de programma's en van de inhoud ervan, en hiervoor, zo nodig, de nationale capaciteiten helpen versterken, - toewerken naar veel fundamentele hervormingen ; b) de betrokken ACS-Staten die integratieprojecten hebben lopen, technisch bij te staan op de weg naar meer stabiliteit in het handelsverkeer en meer convertibiliteit, en de coördinatie te bevorderen op het gebied van de macro-economische hervormingen van de in aanmerking komende landen ; c) voor wat de landen in het zuidelijke en oostelijke Middellandse- Zeegebied betreft, duidelijk te maken dat de programma's voor steun aan de aanpassing de voorbode zijn van een vrijhandelszone met de Europese Unie ; d) met betrekking tot de landen van Latijns-Amerika en Azië kan de Gemeenschap ontwikkelingsacties blijven opzetten die erop gericht zijn de sociale kosten van de structurele aanpassing te verzachten en tegelijk de geldende voorschriften in acht te nemen.

The Communication adopted by the Commission on the application, from the 1st of January 2012, of state aid rules to support measures in favour of banks in the context of the crisis, keeps in place the four Communications that set the conditions for the compatibility with the Treaty rules on state aid of support in the form of funding guarantees, recapitalisation and asset relief, as well as the requirements for a restructuring or viability plan (the Restructuring Communication).
De mededeling die de Commissie vandaag goedkeurde, zal vanaf 1 januari 2012 gelden voor de toepassing van de staatssteunregels op maatregelen ter ondersteuning van banken in het kader van de financiële crisis. Met deze mededeling blijven de vier mededelingen van kracht waarin wordt uiteengezet op welke voorwaarden staatssteun in de vorm van fundinggaranties, steun bij herkapitalisatie en activaondersteuning verenigbaar is. Ook wordt aangegeven aan welke eisen een herstructureringsplan of een plan tot herstel van de levensvatbaarheid moet voldoen (de herstructureringsmededeling).
