The social partners' participation in the EURES network contributes, in particular, to the analysis of obstacles to mobility as well as the promotion of voluntary labour mobility on a fair basis within the Union, including in cross-border regions.
De bijdrage van de sociale partners aan het EURES-netwerk bestaat er vooral in de belemmeringen voor mobiliteit te analyseren en om vrijwillige arbeidsmobiliteit op eerlijke basis binnen de Unie te bevorderen, met name in de grensoverschrijdende regio's.

Underlines the fact that the list of PCIs must be developed in a more transparent and accountable way; notes that ENTSO-E, TSOs and project promoters play the predominant role in the development of a harmonised cost-benefit analysis methodology, in preparing the ten-year network development plans and the network codes, and in evaluating the costs and benefits of each project; recalls the need to provide complete assessments, including economic, social and environmental impacts; asks, in this context, the Commission to ensure that these assessments are conducted by qualified experts that are fully independent from the project promoters; stresses the need to optimise the overall process by promoting more engagement of Parliament and other stakeholders, including civil society representatives; calls on the Commission, ACER and national regulators to play a more proactive role in order to ensure a more neutral, transparent, traceable and inclusive consultative process; calls on the Commission to assess the situations in which the use of best available technology (BAT) could be established as a significant parameter for granting EU funds to projects;

For the purpose of this Regulation, ‘civil society organisations’ are non-State, non-profit making actors operating on an independent and accountable basis which include: non governmental organisations, organisations representing indigenous peoples, organisations representing national and/or ethnic minorities, diaspora organisations, migrants' organisations in partner countries, local traders' associations and citizens' groups, cooperatives, employers associations and trade unions (social partners), organisations representing economic and social interests, organisations fighting corruption and fraud and promoting good governance, civil rights organisations and organisations combating discrimination, local organisations (including networks) involved in decentralised regional cooperation and integration, consumer organisations, women's and youth organisations, environmental, teaching, cultural, research and scientific organisations, universities, churches and religious associations and communities, the media and any non governmental associations and independent foundations, including independent political foundations, likely to contribute to the implementation of the objectives of this Regulation.
Voor de toepassing van deze verordening wordt onder „maatschappelijke organisaties” verstaan niet-winstgevende niet-overheidsactoren die op een onafhankelijke en verantwoordingsplichtige basis werken. For the purposes of this Regulation, the term ‘civil society actors’ includes non-governmental organisations, organisations representing indigenous peoples, local citizens' groups and traders' associations, cooperatives, trade unions, organisations representing economic and social interests, local organisations (including networks) involved in decentralised regional cooperation and integration, consumer organisations, women's and youth organisations, teaching, cultural, research and scientific organisations, universities, churches and religious associations and communities, the media and any non-governmental associations and private and public foundations likely to contribute to the development or to the external dimension of internal policies.
3. Voor de toepassing van deze verordening omvatten actoren uit het maatschappelijk middenveld niet-gouvernementele organisaties, organisaties die inheemse volken vertegenwoordigen, lokale burgergroeperingen en verenigingen van handelaren, coöperaties, vakbonden, organisaties die economische en maatschappelijke belangen vertegenwoordigen, lokale organisaties (met inbegrip van netwerken) die betrokken zijn bij gedecentraliseerde regionale samenwerking en integratie, consumentenorganisaties, vrouwen- en jongerenorganisaties, culturele, onderwijs-, onderzoeks- en wetenschappelijke organisaties, universiteiten, kerken en religieuze verenigingen en gemeenschappen, de media en alle niet-gouvernementele verenigingen en particuliere en publieke stichtingen die waarschijnlijk kunnen bijdragen tot de ontwikkeling of tot de externe dimensie van interne beleidsmaatregelen.

N. whereas labour market needs are changing fast; whereas it is necessary to aspire to a quality education and individual development, and to examine closely future trends in labour market needs in order to adapt and modernise educational and training curricula so as to meet the need to provide a core of basic knowledge and lifelong learning strategies, and to offer the right skills for the right jobs, such as the use of new technologies and social networks, without detracting from the academic goal of passing on knowledge; whereas, as education models change, the teaching profession needs to adapt accordingly, in terms of skills and qualifications, and status and careers, for example;
N. overwegende dat de behoeften van de arbeidsmarkt snel veranderen; overwegende dat moet worden gestreefd naar kwalitatief hoogwaardig onderwijs en individuele ontwikkeling, en dat toekomstige tendensen in de behoeften van de arbeidsmarkt grondig moeten worden bestudeerd teneinde onderwijs- en opleidingsprogramma's aan te passen en te moderniseren om te voorzien in de behoefte aan voldoende basiskennis en strategieën voor een leven lang leren, alsmede om de juiste vaardigheden te koppelen aan de juiste banen, zoals het gebruik van nieuwe technologieën en sociale netwerken, zonder dat dit de academische taak van die programma's als kennisoverdrager in gevaar brengt; overwegende dat de veranderende onderwijsmodellen gepaard moeten gaan met een ontwikkeling van het beroep van docent, bijvoorbeeld op het gebied van vaardigheden en kwalificaties, en status en carrière;

Calls on the Commission to take into account the role that cohesion policy plays in developing transport infrastructure by prioritising networks and not merely stand-alone projects; takes the view that networks should be based on a socio-economic analysis which takes into account demand and traffic flow as well as social and territorial aspects; considers that use of Intelligent Transport Systems contributes to the development of transport infrastructures in terms of safety, sustainability and efficiency; asks that transport projects co-financed from the Structural Funds and Cohesion Fund be oriented towards pursuing the goal of balanced development and achieving greater territorial cohesion and calls for a better coordination between Community Funds and national funds;
3. verzoekt de Commissie rekening te houden met de rol die het cohesiebeleid heeft bij de ontwikkeling van de vervoersinfrastructuur door voorrang te geven aan netwerken en niet aan op zichzelf staande projecten; is van mening dat aan netwerken een sociaal-economische analyse ten grondslag moet liggen waarin rekening is gehouden met behoeften en verkeersstromen en met sociale en territoriale aspecten; is van oordeel dat het gebruik van intelligente vervoerssystemen bijdraagt aan de ontwikkeling van de vervoersinfrastructuur op het gebied van veiligheid, duurzaamheid en efficiëntie; wenst dat vervoersprojecten die medegefinancierd worden uit de structuurfondsen en het Cohesiefonds, in dienst worden gesteld van het streven naar een evenwichtige ontwikkeling en een grotere territoriale cohesie, en dringt aan op een betere coördinatie tussen communautaire en nationale fondsen;
