MUTUAL RECOGNITION OF AERONAUTICAL PRODUCTS - COUNCIL CONCLUSIONS "The Council, Having regard to the Treaty and to the case law of the Court of Justice and pointing out that Regulation No 3922/91 [13] provides that each Member State has an obligation to recognize aviation products certified by another Member State and specifies the arrangements, Whereas procedures to ensure, in accordance with Council Regulation No 3922/91 on the harmonization of the technical requirements and administrative procedures in the field of civil aviation, the acceptance of products by each of the Member States must, with due regard for national law, be simplified as far as possible in order to reduce costs to the aviation industry and airlines; Whereas such simplification ought to be possible as a result of the work under way within the JAA [14] aimed at setting up a unified technical survey for demonstrating the conformity of aviation products and taking official note of the results of such a survey; Whereas the establishment of a clear official record of the results of a unified technical survey is also a major asset in having European products accepted by non-Union countries; Whereas the studies in progress on the common certification of aviation products undertaken in accordance with the Council Resolution of 24 October 1994 [15] must be accelerated, NOTES THAT: - significant progress has been made over the past two years in the development of JAR [16] technical standards and administrative procedures to serve as a basis for mutual acceptance; - the common administrative procedures are at an advanced stage of development within the JAA, but have not yet been established for the full range of aviation products, which means that Article 6(1) of Regulation No 3922/91 cannot be fully applied; - the procedures already followed within the JAA enable the completion of a technical survey on an aviation product to be officially established by the publication of a single "type acceptance" ...

ACP STATES AND OCTs Aid for marketing and 7TH EDF - ECU 7 750 000 promoting sales of ACP (6 810 000 for the ACP States' and OCT's States and 940 000 for products the OCTs GRANT This programme is based on the provisions of Lomé IV and its aim is to contribute to operations to develop trade and services initiated by the ACP States and the OCTs. It comprises a whole range of targeted activities which are integrated with the trade and/or tourism policy of each recipient State and will contribute to economic cooperation at a regional level. The programme will be carried out in 1994 and will involve the following: - participation at trade and tourism fairs, missions to prospect the field and associated activities; - seminars; - technical assistance; - trade missions; - publication of brochures and documentation. The preparation and implementation of the various tasks of the programme will be contracted out to independent experts in the field. Technical assistance personnel will be responsible for most of the programme evaluation for which they will use the reports on participation at each trade event which the benefitting countries are required to send in. UNITED REPUBLIC OF TANZANIA Human Resources Development 7th EDF - ECU 7.100.000 Programme GRANT Since independence in 1961, human resources development has featured prominently both in Tanzanian development plans and in donor support to the country. Training in Tanzania covers the whole range of on-the-job- training, formal in-service and pre-service programmes up to Ph.D. level, seminars, workshops, study tours and tailor-made group programmes.
ACS-STATEN EN LGO'S Steun voor de afzet en de verkoop- 7e EOF - 7.750.000 ecu (waarvan bevordering van de produkten uit 6.810.000 ecu voor de ACS en ACS-Staten en LGO'S 940.000 ecu voor de LGO's) GIFT Dit programma is gesteund op de bepalingen van de Vierde Overeenkomst van Lomé. Het beoogt een bijdrage te leveren aan de door de ACS-landen en LGO's getroffen maatregelen voor de ontwikkeling van de handel en de diensten, door middel van een aantal doelgerichte en geïntegreerde acties, in elk van de begunstigde landen, op het gebied van het ontwikkelingsbeleid voor de handel en/of het toerisme. Op die manier wordt de regionale economische samenwerking gestimuleerd. Het programma wordt in 1994 ten uitvoer gelegd en omvat de volgende maatregelen : - deelname aan handels- en toerismebeurzen, marktonderzoekmissies, aanvullende maatregelen - seminars - technische bijstand - handelsmissies - publicatie van brochures en documentatie. De voorbereiding en uitvoering van de verschillende onderdelen van het programma worden toevertrouwd aan onafhankelijke deskundigen die gekwalificeerd zijn op dit gebied. De evaluatie van het programma wordt voornamelijk uitgevoerd door het team voor technische bijstand, aan de hand van regelmatige deelnemingsverslagen die door het begunstigde land na elk commercieel gebeuren moeten worden overgelegd. VERENIGDE REPUBLIEK TANZANIA Programma voor de ontwikkeling 7e EOF - 7.100.000 ecu van het menselijk potentieel GIFT Sinds de onafhankelijkheid van 1961 heeft de ontwikkeling van het menselijk potentieel steeds opvallend deel uitgemaakt van zowel de Tanzaniaanse ontwikkelingsplannen als van de donorsteun. De opleiding in Tanzania bestrijkt een hele waaier van activiteiten : praktijkopleiding, het formeel basis- en voortgezet onderwijs tot aan de doctoraatsgraad, seminars, werkateliers, studiereizen en op maat gemaakte groepsprogramma's.
