Recognises that the ETS is currently the principal – though not only – instrument for reducing industrial greenhouse gas emissions and promoting investment in safe and sustainable low-carbon technologies; notes that structural improvement of the ETS is necessary in order to increase the scheme’s ability to respond to economic downturns and upturns, restore investors’ certainty and strengthen market-based incentives for investment in and the use of low-carbon technologies; notes that any structural changes to the ETS would require a comprehensive assessment of the environmental, economic and social effects as well as of the impact on low-carbon investments, on the electricity price and on the competitiveness of energy-intensive industries, in particular regarding the risk of carbon leakage; calls on the Commission and the Member States to facilitate and encourage the development of innovative, safe and sustainable technological solutions by EU industries;

This will be accompanied by research to further develop these technologies and to deliver more competitive capture technologies, improved components, integrated systems and processes, safe geological storage and rational solutions and public acceptance for the re-use of captured CO2 to enable the commercial deployment of CCS technologies for fossil fuel power plants and other carbon-intensive industries going into operation after 2020.

Calls on the Member States to create better conditions for the use of ICTs in energy-intensive industries, and in particular in the construction industry (for example through the deployment of advanced embedded monitoring and control technologies on production lines), since 10% of global CO2 emissions stem from the manufacture of construction materials;

whereas ICTs have a key role to play in improving energy efficiency locally and globally and amongst the industrialised and the emerging economies (in particular by means of intelligent networks and intelligent buildings and the technological upgrading of the production processes of energy-intensive industries), and having regard to the potential for savings offered by intelligent transport systems in the case of manufacturing industry and transport,

Improving the competitiveness of European industry and generate knowledge to ensure its transformation from a resource-intensive to a knowledge-intensive industry, by generating step changes in knowledge and implementing decisive knowledge for new applications at the crossroads between different technologies and disciplines.
Het concurrentievermogen van de Europese industrie verbeteren en zodanige kennis genereren dat deze van een hulpbronnenintensieve tot een kennisintensieve industrie kan worden omgevormd door middel van het bewerkstelligen van ingrijpende kennisveranderingen en de toepassing van decisieve kennis voor nieuwe toepassingen op het raakvlak van verschillende technologieën en disciplines.

The objective is twofold: to promote the creation of an RTD-intensive European nano-technology related industry, and to promote the uptake of nano-technologies in existing industrial sectors.
