The basic features of the scheme are: a simplified tarification (no more quotas or tariff ceilings), a combined graduation/ solidarity mechanism by sector (transfer of preferential margins from the better-off developing countries to the less developed ones), special incentives under the form of additional margin (for social or enviromental reasons) and temporary suspension clauses (fraud, forced labor, prisoners work...).
De belangrijkste kenmerken van de nieuwe regeling zijn : een vereenvoudigde tariefstructuur (geen contingenten noch tariefplafonds), een gecombineerd graduatie/solidariteitsmechanisme per sector (overdracht van preferentiële marges van de meer naar de minder ontwikkelde landen), speciale stimulansen in de vorm van aanvullende marges (om sociale of milieuredenen) en tijdelijke opschortingsclausules (fraude, gedwongen tewerkstelling, gevangenenarbeid...).
